you will need to find the nuclear code in this area, i guess, sinc you hear a radioactive sound when your in this area, and then after finding it climb to the surface on one of the rocks and use your teleporter device
here is the place where you will get teleported to, but you cant acces it sinc its underground and not accesible without the teleporter device.
if you done right you will appeare inside this sercet facility, there is 4 Paint Jobs here, and when your done, you can go to a red button to teleport away again.
