Hoi4 Kaiserreich Guide for the Commune of France
Introduction
This guide is aimed to instruct players on how to play the Commune of France in and multiplayer Kaiserreich game. There are a few things that will be assumed in this guide such as rule set and which nations will be players/AI

The nations that are directly referred to in this rule set that are assumed to be players are Germany, Union of Britain, and SRI.
Initial setup
You start your game with about a -10K defecit in Inf Equipment. Convert all but 12 of your troops to the militia template and you’ll end up in a surplus of 14k inf equipment. The remainding 12 troops will be sent as volunteers to the American/Spanish Civil War, and Mexican American War.
Research
Your starting reserach will look somthing like this. Make you also research 1936 tanks lights early on as right after you’ve researched those you’re going to want to hard research medium 1’s. After that you then use your 50% armour bonus from your focus tree to get medium 2’s before the weltkreig. I explain why I chose this land doctrine in the Templates + Land Doctrines section.
Production & Construction
Your starting produciton should look something like this. After medium 2’s have been researched you’re going ot have to shift the majority of your production to producing those. The overwhelming majority of the fighter production will be handled by Britain. However if the plane count for the Riechspakt starts getting too high you’re going to want to divert some production to fighters.
For your construction you’re generally just going to want to be building Civs until early-mid 1938. After that point you’re just going to be buliding mils.

- Demand Alsace-Lorraine (Make sure you have more than 120pp stacked before you pick this focus. Declaring on Germany costs 120pp)
I didn’t include it in the focus list but make sure to do support the CNT right after the spanish civil war begins. It gives you a lot of army xp.
Elections
The largest and most important event chain that you’ll get as the Commune of France is the Elections. Here I’ll be detailing out the choices available and which ones you should choose.
Travailleur: -10% stability and 5% popularity for syndicalists
Jacobin: +2% stability and 5% popularity for Totalists
Sorelian: +2% stability and 5% popularity for Totalists
Anarchiste: -2% stability and 5% popularity for Radical Socialists
Choose the Tank proponent. This will unlock the focus path that would allow you gives you the 50% bonus on armour tech.
Travailleur: +2% stablity and 5% popularity for syndicalists
Jacobin: -10% stability and 5% popularity for Totalists
Sorelian: -2% stability and 5% popularity for Totalists
Anarchiste: +10% stability and 5% popularity for Radical Socialists
Choose the first option for the extra stability and to maintain your party popularity.
Travailleur: Marcaeu Pivert and 5% popularity for syndicalists
Jacobin: Maurice Thorez and 5% popularity for Totalists
Sorelian: Marcel Bucard and 5% popularity for Totalists
Anarchiste: Maurice Joyeux and 5% popularity for Radical Socialists
Choose Jacobins for +20% local factories
Travailleur: Benoît Frachon and 5% popularity for syndicalists
Jacobin: Jean Jérôme and 5% popularity for Totalists
Sorelian: Jacques Doroit and 5% popularity for Totalists
Anarchiste: Daniel Guérin and 5% popularity for Radical Socialists
For the Economy one the two best options are Jacobin and Travailleur. The Jacobin economy gives you +10% consturciton speed in their tree so you want to go for them. However, they do give you a cabinet member with a 12% consumer goods modifier. Don’t worry you’ll get another event to get rid of him soon.
This one really doenst matter so go ahead and choose Travailleur to maintain a strong Syndacalist majority
Recalling pivert gives you +12% construciton speed for civs and +6% construction on mils so you’re going to want to go ahead and recall him. The other option will give you +17% costruction speed on civs but -13% building speed on mils.
After the elections you’ll receive this event. Chose the first option. You’ll lose 3% construction speed but you’ll lose the -10% production efficiency cap malice.
At the end of it all you should have 79% Travailleur popularity, 9% Anarchiste, 9% Jacobins / Sorelian, 2% Sociaux-Democrates, ad 1% Socieux-Liberaux. (This will vary depending on if and how many “our popularity has increased” events.
Ministers, Companies, Laws and Government
Right after the Elections you’ll get the event to hold the International. Just make sure you actually hold the congress and all of hte events that follow should just be free pp. What should you do with this pp? Good question.
First you’re going to want to switch to early mobolization when you get 100pp.
Then switch to Partial Mobolization
After that get free trade
Next get the industrial company for -10% research speed on industrial tech and +15% construction speed for civs and mils.
Get both tank companies. This will both make your tanks stronger and together decrease armour research time 10%.
Then get Head of Intelligence that gives you -2.5% research time.
Division Templates + Doctrine
To get the update necessary to update your templates you’re going to want to send lend leases to the Spanish and American civil wars and grind with your volunteers.
You infantry templates will look something like.
For your tanks you’re going to want to make 40 widths something like this. Make sure to upgrade the anti air armaments on your SSAA. This will help to mitigate most of the negative effects of CAS.
Land Doctrine
For the land doctrine I went for superiori firepower(Integrated support + Airland Battle). Shock and Awe makes your inf stronger but Airland Battle gives your tank about 20-30 more soft and hard attack as well as org.
War with Germany
Make sure you build max radar on all provences bordering Germany Also make sure that you have enough airports upgraded for space for UoB to put the airforce in.
Also make sure to build radars in Orléans and Île de France as the air battles for the Northern France air zone are going to take place over these provences
Britian will have researched the Air Doctrine and will be microing all of the air so make sure to lend lease all of your fighters to him.
