Overview
Farming resources from convoys is great and all, but you can’t do much with resources without matching skill points.
In GRW, the most efficient method for obtaining skill points is to simply progress the main story line. This will shower skill points and XP on you as you go. However, if for some reason you want to beef up your squad very early without touching the main story, this guide explains how to do that — right from the beginning.
Our skills points will come from stealing Santa Blanca commendation medals.

Many of the SB medals are in the center of heavily guarded bases, many others are not. This guide is about the un-guarded ones.
Following the recipe to a T will yield a grand total of 58 skill points, (which is honestly not that much.) The three phases are geographically disconnected. Locations were selected for minimum enemy resistance. The vast majority of these locations are grab-and-go. Whenever the swords symbol ⚔️ appears, this means you will encounter 1 or 2 guards easily dispatched with a handgun.
Phase 1
Phase 1 yields (+19). It starts from Itacua Delta rally point.

Caveats
You can reach the top of El Sueno Mausoleum by helicopter, provided you fly in valleys and incrementally put grenades on AA emplacements on the way up. I recommend stealing a helicopter from Todos Santos, as shown in the following video.
If you are crawling around getting in gunfights you aren’t following this guide correctly. Only “⚔️” indicates enemy presence. Enter the Olico superdam from the south by swimming all the way across it. Get medal. Swim back out.
Phase 2
Phase 2 yields (+28). It starts from Barvechos Charlie rally point.

Caveats
MOB Condor should entangle you with only a single Unidad guard. The best entrance is across the air strip from the south, as shown in this video.
Phase 3
Phase yields (+11). starting from Caimanes Delta. Immediately north into Villa Verde.

Caveats
Phase 3 is just some remaining SB medals scattered here and there. Mostly at the bottom eastern corner of the map. Another +3 in Mojocoyo, in the far western side, at a site of traditional goat sacrifice.
