Overview
Are you getting really bad framerate, but you computer is under the requirements??Just follow the steps the increase the framerate!
Step One
Enter this website[community.pcgamingwiki.com] and download the patch.
Step Two
Just extract the files and copy them into the Resident Evil Remaster install folder (my install directory: C:Program Files (x86)SteamsteamappscommonResident Evil Biohazard HD REMASTER) 
Last Step
Just edit the “rehd_resfix” file and change the resolution to the desired.
Note: The change in resolution will only affect the pre-rendered backgrounds and the characters (that are set to 1920x1440p).
After this you will see a huge difference in framerate, making the game much more playable
