Maybe you use AMD PC?
There has always been a problem with C21 not booting on AMD.
The service team has been ignoring it all along.
But now the players have an idea of how to deal with it.
This guide is mostly a quote from that.

How to fix.
In most cases, the solution is as follows
- Download “CFXv2.zip” from Google Drive.
- Unzip “CFXv2.zip”.
- Launch “cosmicfixer.bat” in the folder.
- Follow the instructions in “cosmicfixer.bat”.
(1)Download “CFXv2.zip” from Google Drive.
First, you can download the tool in GoogleDrive.[www.dropbox.com]
After downloading, unzip “CFXv2.zip”.
(2) Unzip “CFXv2.zip”.
After downloading, unzip “CFXv2.zip”. You can use any defrosting software.
(3) Launch “cosmicfixer.bat” in the folder.
After unzipping “CFXv2.zip”, double-click “cosmicfixer.bat” to run it.
Do not delete the other files (atioglxx.dl_,atiglpxx.dl_).
(4) Follow the instructions in “cosmicfixer.bat”.
Launch “cosmicfixer.bat” to open the command console.
Type some keys first.
Next, copy and paste the location of the folder with “C21_steam.exe” and hit enter.
As shown in the screenshot, when all is done, press any key to finish.
Now you should be able to boot on a PC using AMD’s APU/GPU.

How to fix 2
If “cosmicfixer.bat” doesn’t solve the problem, you can try the following method.
Download “opengl32.dll” from GoogleDrive2[drive.google.com].
Place the downloaded “opengl32.dll” in C21/programs directory.
If this does not start C21, we are still waiting for our service team to respond.

AMDのPCだとゲームランチャーでスタート押した後、何も起きない現象が起きます。
運営が何年も放置している問題ですが、プレイヤー間で解決方法が立てられています。
以下の手順でなんとかなると思います。
- GoogleDriveから”CFXv2.zip”をダウンロード。—>GoogleDrive[www.dropbox.com]
- “CFXv2.zip”を解凍する。作業が終わるまで中身は消さない。
- 解凍したフォルダ内の”cosmicfixer.bat”を実行する。
- “cosmicfixer.bat”の指示に従う。

最初に何でも良いのでキーを押す。
次に”C21_steam.exe”があるフォルダ（Steamのゲームプロパティでローカルファイル参照すれば出る）の場所をコピペする。
atioglxx.dl_,atiglpxx.dl_がインストールされたのを確認して最後にまた何かキーを押して完了。
これで起動しなかった場合、GoogleDrive2[drive.google.com]から”opengl32.dll”をダウンロードし、C21/programsに配置します。
