Phases
This game has two main phases:
One – Internal Affairs
Two – Army deployment
Each turn is a full year.

Keys: Spacebar – opens up a menu. You may adjust volume or choose to return to main menu – the option to exit to main menu does not appear in Phase One.

搜索地图,开发人口
武将智力、武力达85以上可进行地图搜索,开发人口后可增加人口,增加金钱,预备兵役上限会增加,武将可以多放一些,开发到一定程度,可以达到10个以上。每年年初发钱,也可以从别的城市调兵来。人口多,金钱多,兵就多。
Search and Development
Generals whose [Intelligence] or [Martial] exceeds 85 can perform search. Development will increase population, income, recruitment pool, max generals cap (max:10). Income is allocated at the first month of each year.
I’m assuming there’s a mistake in the official intro and that – [Martial] skill allows search, while [Intelligence] allows development.
筑城防守,征兵御敌
守城时可为己方武将防御加成,通常武力相差5点以内会比较明显,受攻击时回避概率更大。
Fortifications
Adds to the defenders’ protection value. You’ll see the contrast if the [Martial] difference between the opposing generals is only five points. The defending general also gets a bonus to retreat.
文臣武将,皆有所用
武将战斗后需要在城里休息才能回复体力和技力。而派遣智力较高的文将当做太守时,武将的回复速度会更快。
Value of Civil Officers
Generals need time to recuperate their health and technique points inside a city. The higher the governor’s [Intelligence], the faster the recuperation rate will be.

游戏内设有多种兵种,且兵种互相制约。

招降武将时需要符合历史史实,若是武将所属君主尚未战败,则该武将也无法被招降
Recruitment of captive generals is not possible if their historical [Master] has not been defeated.

Thoughts
TLDR: This game is light in management and light in tactics. It would do great as a flash-era free game, but not worth your time nor money. Like a grindy RPG, you constantly level up after each victory, and the path to victory is to have more Pokemons generals than your AI opponents.
City Management Phase – You may improve your city by attracting population – that’s all. You may choose to fortify your city but the benefits are unknown.
Talent Management – Keep bugging your captives till they agree to join you. (note: some may not join you until their master has been defeated)
Deployment Phase – This is where you adjust your troops, hire, and watch as a full year goes by.
Combat – Tactics matter little. Always bring more generals and more troops than your opponent. Somehow, 90% of your troops will die after each engagement, so having a greater number of generals is more important.
