Overview
Here’s a quick guide to completing this achievement.The aim is to get to a final tier government as quick as possible. You need to plan ahead as soon as you plant your capital so you leave space for all the relevant wonders. You will need a capital on a river with some flat land but plenty of hill and mountains within the expanded borders. First I made a quick list of all the ways you can gain extra slots:Wonders;Medieval EraAlhambra – Gains +1 Military slot (castles tech)Boost the castles tech by heading towards Divine right for the quickest government with 6 policy slots. This needs to be built on a hill next to an encampment. I bought a third tier tile for the encampment so I had space within the closer hexes for the later wonders that need to be built next to your palace hex or the river you will need to be settled next to.Renaissance eraForbidden City +1 Wildcard slot (Printing tech)The plan is to have 2 universities built before you start teching this one but I found it was easier to plan for the banks (see Big Ben) to have a smoother run from one wonder to the next. This needs to be built on flat land next to your palace hex. Printing follows nicely on from Castles but you will need to be headin towards universities anyway.Potala Palace +1 Diplomacy slot (Astronomy)This is also boosted by universities, one built next to a mountain. Potala palace needs to be built on a hill next to a mountain.Industrial EraBig Ben +1 Economic slot (Economics)This is boosted by having two banks, while i was building potala palace i was building banks in two other cities. You will still need a commercial district in the city you build the wonder as it needs to be built on a river next to a commercial district.Extra extra slots;I could only find Adam Smith the great merchant which does pop up but as its the only great person granting you an extra slot (+1 economics obviously) its not guaranteed.When you finally grab your last tier government for 8 slots with Greece’s extra wildcard you have a possible 14 slots and you only need 12 so there is plenty of room for error.My Strategy;I aimed for making my capital the powerhouse and planning them all for in its borders as soon as i settled. I didnt build any great engineers to help rush the builds but i did use the early bonuses for building wonders through an economic slot which helped Alhambra and used caravans running from my capital for extra hammers for the later wonders. I spammed three extra cities for the banks and universities and lots of builders to make sure my capital was maxed out. A strong army to defend it all and stayed away from the other civs. once i had a decent army pumping out of my early encampment i blocked any choke points and dealt with the barbarians. Only in the late game did i have some difficulty with tourism as my culture and theatre districts had been neglected. On hindsight i would have focused less on my religion and more on culture to fend off possible cultural defeat but it was easy enough once i had all the wonders to switch focus to culture in the late game as i headed toward the final government.Hope this is of some help to anyone trying for this achievement, took my about 6 hours in all.
