Do you want to win a Cultural Victory in Civ6?
The answer is yes.
UPDATE 2020: This is very, very old and outdated. Some things in here are now inaccurate but I’m not zigzagzigal or anything so I won’t bother updating it. This guide was barely serious the first time it was posted. However, accidental cultural victories via Lavra spam are indeed still among the easiest ways to win, so long as you aren’t playing on like deity or something.
How does Tourism work?
Ya know, it’s actually pretty cryptic.
Long story short, ‘culturey’ places generally produce tourism.
Tourists from across your empire will flock to your Theater Squares, World Wonders, Religious Sites (if they follow that religion), ect.
You’ll need open borders and (decent) relations with other nations to get foreign tourists, who flock similarly to your own, but on a generally lesser scale.
To win a cultural victory, you need more overall foreign tourists than any other civ has domestic. This can be checked regularly in the Rankings tab.

How to Win a Cultural Victory
It’s more simple than it sounds.
First, pull up a game (preferably with atleast 6 civs) and play as everyone’s favorite Russian:
Why Peter? Why Russia? Are they not a Religiously focused civ? You’d be surprised.
Play the game roughly as follows:
1. Establish your Glorious Russian Empire, cementing a good start as you would in any other game.
2. Be sure to spam a lot of cities. The ‘Mother Russia’ ability rewards this with extra land, anyways.
3. Spam Lavras all over those cities. If you’re near the Tundra, I suggest picking up the ‘Dance of the
Aurora’ pantheon for ludicrously powerful Lavras.
Note: Unique Districts build 50% quicker and do not hinder the Dictrict-Population cap. Go wild.
4. Continue play as regular, but be sure to build plenty of Theater Squares. Try going for wonders,
too. Try to be as peaceful as possible, as you’ll need open borders for those foreign tourists.
However, don’t shy away from war entirely, as occasionally it may benefit you.
5. If you’ve spammed Lavras efficiently, you may notice that you have been receiving an oddly
large number of Great People. This is because Lavras generate Great Artist, Musician, and
Writer points. Stock up your Squares as best as possible, sell extras to the AI for free cash.
6. Keep playing. Cultural victories usually take a long-ish game.
7. Eventually, you’ll have accumulated so many Great Works, ect., that the AI is leagues behind
you. Continue until victory.
Note: Stuck in a cultural stalemate? Try invading other civs (especially whoever has the highest domestic tourists). If you take their cities, they have:
1. Less tourist attractions
2. Less population for domestic tourism
3. Ceded that population for your own domestic tourism.
