Easy fix
1) Head towards C:Users(your user name)DocumentsMy GamesSid Meier’s Civilization VIAppOptions.txt
2) Open with Notepad or other text editor
3) Search for “UIUpscale 1.000000”
4) Change to “UIUpscale 0.990000”
5) Save and now you can enjoy Civilopedia in 4K
