In the video below you will find all 3 locations of dolls from City level.
0:45 – Green doll
1:45 – Red doll
2:20 – Yellow doll
Make sure that you throw these dolls outside of the map, not just down the building. Sometimes they can get stuck somewhere (especially green one)
