Overview
I will give all of the newbs(*sigh* I hate myself for that now)what the best way to use the powers are!

This will not include the Knife of Dunwall/Brigmore Witches as of yet. There will be an update though!
BLINK
Rune cost:0 runes,unlocked automaticly.
Allows you to teleport a short distance.
Blink is the most useful power,hands down. Especally if you are going for the low caos ending. Actually,it’s the most useful power that costs mana. But we’ll get to that later. Blink is power used to travel around and get to places you couldn’t get to without another power,(That we’ll get to later)however,I found it most useful for getting behind enemies and killing or knocking them out. It is also better scince you can lean out of cover and use it.
Upgrade cost:Three runes.
Allows you to teleport longer distances.
Now you can reach farther places,I guess.
DARK VISION
Rune Cost:One rune.
Allows you to see in dark places,see enemies through walls,and see their line of sight,MGS style.
This is a good first power for those of you who just want to sneak. Especily at one rune cost.
Upgrade:Three runes,
Now highlights pickups(green) and objacts you can interact with(blue).
Three runes to find me some money for sllep bolts? Sigh me up!
DEVOURING SWARM
Cost:Three runes.
Summons a horde of rats that eat your enemies,but not you.
This is only really useful for Poessionanother power,or if you are just killing people. I would not recomend it.
Upgrade:Four runes.
Your rats eat and walk faster,so they basically become Sonic the Hedgehog of rat hordes.
Still don’t recomend it.
POSSESSION
Cost:Three runes.
Allows you to take control of an animal.
You’d think a power like this would be pretty cool,right? Well,not really. The time limit isn’t that high,and you can’t run,unless you’re a hound. Then you only run. However,this power can also be used with devouring swarm and a bone charm that allows you to stay in white rats longer.
Upgrade:Five runes.
Allows you to take control of humans.
Seems cooler,right? Still,not really. You can’t run,attack,or use the possese’s powers(if they have any).
BEND TIME
Cost:Two runes.
Slows down time.
Oh,and you become the god of insta-kill. Two runes for slow down on time?! Take my money! I don’t care that I need runes!
Upgrade:Eight runes.
Freeze time at the cost of time frozen.
Ok,this one is a bit of a stretch. I think twelve slowed down seconeds is better than eight frozen seconds for eight runes.
WIND BLAST
Cost:Three runes.
The force push.
Really only useful for “I-don’t-care” runs. The only low caos use for it is to vreak wood. But you have a sword for that.
Upgrade:Four runes.
Kills enemies if they hit a solid ubject at close range.
Now we’re really going into “I-don’t-care” territory.
VITALITY
Cost:One rune.
Gives you more health.
Only really useful for the upgrade.
Upgrade:Three runes.
Health regenerates.
Then again. Four runes for health regen?! I can just horde Health Viles!
BLOOD THIRSTY
Cost:Two runes.
Builds up adrenilene from killing people(Correct me if I’m wrong in the comments.) and prefoms a fatality.
Only for High Caos.
Upgrade:Three runes.
Adrinaline builds up quicker and multipul foes can be killed in the fatality.
Same as before.
AGILITY
Cost:Two runes.
Allows you to double jump.
Remember with Blink,where I said it was the best power that requires mana? Well here is the best. Why is it the best? Because you can prefom drop assassinations with the double jump. And get to higher places than before,but still. That is amazing.
Upgrade:Three runes.
Increases speed in and traveling animation.
You really only need the first level. There are bone charms for all of the second level stuff.
SHADOW KILL
Cost:Two runes.
Turns all unaware enemies that you kill into ash.
Ah,remember the good ol’ days when you read about the game,and they interviwed one of the creators,bone charms were gone,powers were replaced with necklaces,and the interviewed said his favorate necklace was shadow kill? Cause I do! Really only useful for ghost high caos playthroughs,though.
Upgrade:Four runes.
Turns all killed enemies into ash.
Same as the first.
DAUD’S BLINK
*Knife of Dunwall/Brigmore Witches only
Cost:0 runes,starts with.
Allows you to teleport,time freezes when you don’t touch w-a-s-d-space. Can even do it mid-air.
I really don’t like this power. “Why?” I here you all say. Because it breaks the game. You can go anywhere with this,with no danger. What I liked about vanilla Dishonored was that you had to adapt to where you were. Nope! Get a teleportation spell that freezes time.
Upgrade:Four runes.
Allows you to teleport farther.

VOID GAZE

Cost:0 runes,starts with.
Shows you where runes and bone charms are.
Why does this cost amna?
Upgrade:Two runes.
Gives you the abilitys of Dark Vision level two.

SUMMON ASSASSIN
*Knife of Dunwall/Brigmore Witches only
Cost:One rune.
Summons a novice assassin.
The only time I used this was in the final level of The Knife of Dunwall. He showed up,looked around,then disapeared. Oh,and I’m pretty sure they only kill,so that’s a thing.
Upgrade:Five runes.
Summons a Master Assassin.
Ooooooooooh! A master assassin! Scawy!
ARCANE BOND
*Knife of Dunwall/Brigmore Witches only.
Cost:0 runes,get from start.
Summoned Assassins have more health and move faster.
Like I said before,never used the assassins.
Upgrade:Four runes.
Assassins are able to use Pull, are immune to Bend Time, and gain Shadow Kill.
