You need

Go in the “Engi Homeworlds“, in a planet “without ship detected“, The “Engi Homeworlds” is a random green civilian sector, You can not get that area at every game
You need that :
Do the special event
You get 2 quest mark
– One is a fake
– One is the objective
The fake ship
Do not lose time, he always try to escape
After taking damage
Wrong Ship, you have 2 choice
– Let them go : You win nothing
– Ignore him and attack : You win a common drop
The Right Ship
Same, he try to escape, attack him
Go to the new quest mark
Victory
Congratulations ! You have unlocked The Stealth Cruiser !
