Overview
I noticed that, while there are 100% collection guides that aren’t really all too guidey, none of them seem to show off where the cousins are!
Intro
Simple and sweet: I am gonna list out every stage and where the cousins are. As well as some tips for rolling them up. All pictures taken are in the normal gameplay view so you can see what size I was approximately when I picked up the Cousin, with one noted exception.
For cousins to start spawning, you must first beat the game. This incentives a loop two, beyond just beating your previous size rankings.
To unlock Eternal stages, you must complete Make a Star 4, 8 and Make the Moon with large Katamaries. You will know you have hit the sizes when Angels appear. The sizes are as follows:
Make a Star 4: 1m30cm
Make a Star 8: 25m
Make The Moon: 800m
In each section I will give the name of the cousin and the minimum size to collect them. Often you can be much bigger but others you will need to beeline to the cousin, lest you lose visual on them. Click on a screenshot to enlarge it and actually be able to see it reasonably!
Note that you can’t quit out on constellations early, so if you’re here JUST for the cousins, be ready to wait awhile if it isn’t Ursa Major, Taurus, or The North Star,
Let’s go!
Make a Star 1
Cousin: Marcy
Size: 6cm8mm
Spend some time growing up to 7cm and then head under the kotatsu. You’ll know you’ve hit 7cm when the game does a zoomout. Should be there and ready to be rolled up. Simplest of them to get.
Make a Star 2
Cousin: Havana
Size: 8cm2mm
You will probably see Havana rolling around before you even can roll them up. They are in a conga line of rats rolling oranges around the living room. Once you are big enough to roll them up they will start trying to run away. Cut corners and be prepared to use the dash move to catch up.
Make a Star 3
Cousin: Jungle
Size: 6cm8mm
This is probably the hardest Cousin to find as he seems to only appear once during the stage. When the clock hits 6, get near the car and look toward the bamboo partitions. He will appear from behind the with a “you are here” sign. You can see the same sign on the map in the background.
He will walk forward up the ramp, turn right at the top, and continue to head straight until he phases through a wall. Here is a second version of the first spawn point too. 
Make a Star 4
Cousin: Johnson
Size: 76cm9mm
You probably will get him by accident just by replaying the stage. He’s up on the roof. Head up sometime after you hit 1m and you should be able to get the plants on the way up and everything up there.
Make a Star 5
Cousin: Honey
Size: 1m58cm
This is similar to Jungle but with way more opportunity as she will come out multiple times. 
These are both of her in the upper part of the river at 7 and 2 minutes (closer to 1). She will come out the grate at the top, float down the river through the little sewer-way (pictured below) and come out at the lower portion of the river before floating out of the stage. Focus on growing large first then wait for her to appear when time gets low, if you have not gotten her yet.
Make a Star 6
Cousin: Nickel
Size: 69cm9mm
On the corner of the concrete pier below the town section of the level is a family of fishers. Nickel will be around this area. I specify this family because when I initially reached here, he was inside one of the people and you may miss him as a result.
Make a Star 7
Cousin: Miso
Size: 1m46cm3mm
Near the start of the level, towards the park, is a giant cow. Miso is on top of this cow. While you can get him by bumping the cow much earlier, you can also come back around 3m and just roll up the cow with Miso on board.
Make a Star 8
Cousin: Shikao
Size: 1m33cm1mm
This is another very easy one. Immediately after the 1.5m barrier is a circular road around the lake. You will likely see him running around, chasing a truck with TVs as you play. You may want to grow a little bit more before grabbing him immediately as if you need to knock him down first, you may get bumped away by another car or such and lose him. Further note, this is the exact same spawn for the Eternal 2 cousin.
Make a Star 9
Cousin: Velvet
Size: 1m61cm7mm
Velvet is easy to find and you will likely find her by accident. She’s just hanging out at the school, ready to play sportsball.
Make the Moon
Cousin: Dipp
Size: 1m37cm5mm
Be very careful when you go to the school. If you are small, you will have to contend with all the objects in your path. Too large, and he will disappear. See that small black spot at the podium? That’s Dipp. Come here at around 4m to be able to knockj away most of the orbs and safely pick him up.
Eternal 1
Cousin: Nik
Size: 80cm8mm
This guy is a big boy and is basically unmissable. He’s just hanging in the fridge. Just be careful you don’t go too far above 1m where it becomes difficulty to go through the house. Even just barely above like in this shot, it is becoming difficult. If you didn’t get him yet, beeline for Nik the moment you hit 1.
Eternal 2
Cousin: June
Size: 1m37cm5mm
If you got Shikao in Make a Star 8, you know exactly where June is. Right after coming through the 1.5m barrier is a circular road around the lake. She is running after the same truck and even being the same size roughly. June is just slightly bigger by a few cm. All the more reason to grow just a little bit more before nabbing her.
Eternal 3
Cousin: Ace
Size: 1m46cm1mm
Down below the town is the small lake with an island. You will need to pick up a few items on the way but the fruit around him is a good 25cm alone.
Cancer
Cousin: Lalala
Size: 14cm
Pick up NOTHING on your way over to Lalala. The moment you come out from under the house, there is a doghouse on the right. Lalala is in the entrance way. So tiny an entrance that any among of crabs can potentially get you too big. Safest to just make Lalala the first pickup. And yes, I believe this 24cm was too big and I had to reset to get them.
Cygnus
Cousin: Odeko
Size: 7cm5mm
This is one that you may need specific instructions to reach. Odeko is on a hook on the porch’s awning scaffolding. If you fall off the roof, you can still get back up using an elevator with some eggs on it. I will guide you from the start of the level.
From the start, turn left and head out the window to the solar panels. (pic 1) Head to the right and fall down a short hop. You should now be at the gutter. (pic2)
Follow the gutter down into a nest, turn left, and head straight across the scaffolding. Odeko will be on a hook right in front of the elevator door you use to get back up here. You are very likely to accidentally pick up the hook without picking up Odeko. This is fine as if you fall down, they will be waiting and make no attempt to run away.
Aurora Corona Borealis
Cousin: Peso
Size: 72cm1mm
Another one that you are likely to find by accident. Peso is near at the end of the shopping district near the bottom of the river. This also counts as a crown towards your total.
Pisces
Cousin: Marny
Size: 92cm1mm
Another very easy one to get. They will be flying around the lake and you start the level big enough to pick them up.
Gemini
Cousin: Kuro
Size: 70cm8mm
and
Cousin: Foomin
Size: 68cm2mm
This is a two for one special. Kuro is the first we will run into. After exiting the park and heading into the lake, there is a set of quadruplets. Kuro is standing on one of their heads.
Next is Foomin. Immediately head up the slope and make a U-turn into the farm. Foomin is in the corner, buried up to their neck.
Ursa Major
Cousin: Columbo
Size: 68cm7mm
The issue with Columbo is his location. Being on top of his elephant means you must climb up somehow. The way I did it? Get big enough and keep attempting to climb up the elephant’s side until it worked. I believe he won’t disappear until much larger of a Katamari, but I was didn’t take it to chance. 4m might be the ideal size to attempt climbing the elephant.
Virgo
Cousin: Ichigo
Size: 68cm7mm
She won’t Tetsuga-Tensho you, and she’s very easy to find. One of the set pieces around the lake is what I assume to be a prettiest/cutest girl competition. Ichigo is jealous of the top 3 and looking on from… right next to them.
Taurus
Cousin: Opeo
Size: 68cm7mm
You can actually see Opeo from the start of the level, just barely. He’s right next to the same spot as the present spawns, on top of the school you spawn at. You can see his bottom half just above the timer and the cow above said timer.
You can head right up immediately and the cows up here are too large for your base size to pick them up, so it’s much safer to get to Odeo than the present.
The North Star
Cousin: Fujio
Size: 1m51cm5mm
Another extremely easy one to find. Head up the ramp towards town. He is hanging out on the greenhouse of the farm.
