Overview

Here You can find how to increase relations with other nations and colonies and some basic knowledge to the main differences of government types and some tips from my experience.

FIRST OF ALL

This is what I’ve learned playing Supreme Ruler Ultimate, so I give You my experience on how to have a more complete gameplay and some new hours of fun In this HUGE and complex game.

This guide is made for every player from all over the world and english is the best way to comunicate with them.

Forgive me for any grammatical and lexical mistake, but english is not my language.

Feel free to translate it in Your language, recognizing me (Sir Costese) as the author with a little note.

SETTINGS

For the purpose of this guide I changed only these settings to be sure that the AI will not interfere and to be sure to have the resources:

Resources: Abundant
Initial Funds: High
AI stance: Passive
World volatility: None

The rest of the settings are from default for a normal gameplay. No cheats, of course.
I don’t reccomend a higher difficult for diplomacy because everything become frustrating, but if You want a more hard challenge the methods that I’m going to illustrate are useful too.

RELATIONS BETWEEN GOVERNMENTS

Every government has different times to increase the relations with the others.
It will take more time and resources but in the end two hostile nations can become friendly or even allied.

Here’s a list, based on my experience, of what i mean:

Communism-Dictatorship: NORMAL

Communism-Democracy: HARD

Communism-Theocracy: HARD

Communism-Monarchy: NORMAL

Dictatorship-Democracy: HARD

Dictatorship-Theocracy: NORMAL

Dictatorship-Monarchy: NORMAL

Democracy-Theocracy: HARD

Democracy-Monarchy: NORMAL

Any government-Colony: EASY-NORMAL

Our nation-Colony: EASY

Same type of government: EASY

DIPLOMATIC RATING

The diplomatic rating is important to have friendly relations with the goverment of a nation.

Estonia has a bad diplomatic opinion of Russia, so It will never accept any offer of goods or treats.
First of all go to State department->influence relations and on the government section support the ruling party.

In this case Russia is giving money to Estonia, legitimating Its government.

Constantly the Diplomatic rating will be improved as well as the friendship.

To achieve quick and better results send money, goods, technologies or units for free and the generous offer will be surely accepted, even with the worst relation possible. Constant trading is important to improve relations, expecially if You are generous.

Auto accepting the trading offers by the trade controls is a good thing, so You can focus on other things.

Supporting the actions of a nation (war declarations, coup d’etat…) will improve the diplomatic rating. Condemning will hurt It.

The Diplomatic rating will decrease if You declare war or increasing the activity of Your army, like high units production or readiness.

CIVILIAN RATING

The Civilian rating is something that can hurt Your diplomatic exchange.
Russia and Estonia can have a friendly relationship with an high Diplomatic rating and a low casus belli, but if the civilian opinion is very bad it can stop any diplomatic offers.

Send constantly agriculture for free and the Civilian rating will increase with cheap trades.

During the time the Civilian rating can decrease for reasons that depends on how You are belligerant or the internal domestic approval of Your country.

CASUS BELLI

Casus belli is the justification to declare war.
If the Diplomatic rating is low and the casus belli high, is very probable that a strong nation will declare war to a small one, but It’s not automatical; It’s difficult that two friendly nations with high casus belli will ever be on war (High volatility and aggressive AI can affect this).

If the casus belli is high, It will not affect the diplomatic offers, but can be dangerous.

To decrease Casus Belli, go to State department->influence relations and on the goverment section support the government, the same as the Diplomatic rating method.

Now that is legitimating the government, Estonian’s casus belli against Russia will decrease.

RESULT

As You can see, with these methods the consideration that Estonia has of Russia improved in less than a month.

With small but constant trading, Russian’s civilian ratig about Estonia will be improved too.

Huge amount of resources or money does not make a relations boost and play with a big nation or a country with high GDP will help only to have costant resources to spend for this purpose.

COLONIES

Italy invaded Albania and won the war, but the control over the nation is insufficient to permit a total annexation.
The option chosen is to make Albania an Italian colony, but the total rating is low, with the risk that the colony will turn from axis to allied or worst, with the help of a proxy war, achieve again the independence.

The method to increase the relations with a colony is the same for the nations, but there are some differences:

First, both options of the State department->Influence relations are negative for You because they don’t increase the diplomatic and civilian rating between the colony and the motherland.

To me they are useful only for proxy wars over other nations.

Second and most important, when You ask for a diplomatic offer the colony will accept it anyway, but if It’s not accettable the Diplomatic and Civilian rating will decrease.
Italy can ask every money that Albania have in Its treasury without the possibility for the colony to refuse.

The offer to the colony must be acceptable (Green), only this way will improve the relations.

Another good thing is to take away the units from the colony’s territory because It’s another factor that will hurt the Civilian rating. Sending units to the colony for free will give them a small army, but it’s necessary to build barracks and airfields on city hexes to let them reserve and deploy (hexes with military complexes will become Your territory).

Italy can build whatever it is necessary to develop the colony, taking care of send money to fund the construction costs, that are all on the shoulders of Albania.

With a sacrifice of money and goods now Italy and Albania are in a very good relation, with low possibility that the colony will be independent again or allied leaning.

SPHERE OF INFLUENCE

Without the sphere of influence everything is more simple. There’s no Red or Blue, every nation works alone for their interests.
The consequences of declaring war are the same for every nations and You will be exposed to more aggressions if You don’t care about casus belli.

With the sphere of influence system things becomes interesting.
Using the method above, It is even possible to attract a neutral or an opposite nation to our sphere or change the alignment of our nation.

Improving the relations with a sphere leader will make our nations lead to It’s sphere.
Good relations with both leaders and no alliance with them will make Us neutral.

Those are the spheres leaders:

The Great War (All World War 1 scenarios)
Central-Red: Austria-Hungary
Entente-Blue: France

1936 (All World War 2 scenarios)
Axis-Red: Germany
Allied-Blue: United Kingdom

Cold War:
Warsaw pact-Red: Ussr
Nato-Blue: Usa

2020 (All Modern scenarios including Trump Rising)
Red: Russia
Blue: Usa

France has friendly relations with Ussr, but the alliance with Usa stop every treats request (not trades), but instead be Nato alligned or Neutral, now is Nato Leaning

There are different effects of the declaration of war using the sphere of influence system.
For example a Warsaw pact alligned (Red) declares war to:

-Same colour: relations with Ussr and Red nations will be outraged and broken treaties, but Usa and Blue nations will have a cold reaction (as a traitor on Your sphere). Neutrals will be outraged.

-Opposite colour: relation with Ussr and Red nations will improve. Usa and Blue will be very outraged. Neutrals will be outraged as the same colour war.

Colour to neutral: the Neutral will change it’s status to Blue leaning or Blue alligned, so the Blue sphere will react as a an opposite colour war.
It can happen that a neutral region will not change it’s sphere status.

Neutral to colour: a Neutral nation declaring war on Blue will turn Red leaning with a boost of friendship over the Warsaw pact Sphere.

If the leader declares one of this types of war, the effects are duplicated.

Yugoslavia was Warsaw pact leaning before Ussr declared war on It. As You can see It immediately turn under the Nato influence.

There are different difficulties with diplomatic exchanges depending to the sphere of influence:

Same colour aligned: EASY

Same colour leaning: EASY-NORMAL

Opposite colour aligned: HARD

Opposite colour leaning: NORMAL-HARD

Colour to neutral: NORMAL

Depending on the relation with our colonies, they can be the opposite sphere.

DRASTIC ACTIONS

Who knows how to improve relations using simple methods?

An operation over an hostile country to overthrow the government is a drastic but efficent way to do that.

Poland is allied leaning and hates Germany very much.
Germany want to try It’s new arsenal starting a blitzkrieg directly to Warsaw to change the Poland’s government instead annexing all the territory.

After the war, Germany has colonized Poland; It’s status turned axis aligned and the friendship is improved.

After the colonization, Germany decided to give independence to Poland installing a government aligned to axis sphere.
Thanks to this decision Poland is friendly and with some diplomatic exchanges can achieve an alliance with Germany.
Of course UN and the allied are not happy of this action.

CONCLUSION
