Getting the Achievement!
You can get the Boob Tube Achievement on Episode 4 when you are inside Hartman’s medical facility and trying to escape.At some point you will get into a room with a TV on the wall just open the TV and voila you get the achievement 😀
I am posting a photo below that shows the room as well as the TV that you should open 😀
