Overview

This game is really interesting and has a great premise, so it’s a shame that it’s so incredibly obtuse. This isn’t helped at all by the fact that there are only two guides, both incomplete, neither in English.

Disclaimer

I have not unlocked everything in this game. Not even close. But I have reached the end and want an accessible walkthrough that I can actually read, even if I have to write the damn thing myself. This will be updated as I go, using what Google Translate can decipher of the other two guides, brute force, and any help anyone is willing to give in the comments when I get stuck. Right now I’m focusing on case walkthroughs, but I imagine the endings and achievements will come as I work those out.

This guide will almost exclusively cover the “dungeon” sections, as in most cases these are the only choices that affect the outcome and can be changed on subsequent playthroughs. Additionally, some of these verdicts require you to use text that isn’t highlighted– I’m not sure if this doesn’t unlock until a second playthrough, or if I simply didn’t notice it the first time around, but I will try and note white text when applicable by underlining the quote.

Important Terms

Performance Up/Down
How a verdict affects your performance level. Rated on a scale of F-A, indictments cause it to go up and non-indictments cause it to go down. A score of F will cause an immediate game over.

Precision Up/Down
How a verdict affects your precise legal execution level. Rated on a scale of F-A, the goal is to match the final verdict of the case. If the prosecutor drops the case, or the final court ruling is not-guilty, a non-indictment will raise your rank. If the final court verdict is guilty, an indictment will raise your rank. A score of F will cause an immediate game over.

Gold (G)
The in-game representation of the “points” the justice system awards the police for various types of crimes. The more serious the crime, the more points/gold indicting the accused is worth. In game, this is mostly used to buy cosmetic extras.

Keys
Special outcomes of cases tend to lead to immediate endings, but also give “keys” that unlock hidden dialogues that add context and clarity to the events of the main story. Keys are displayed in the upper right of the case selection screen/timeline. Clicking on the keys and then on a locked dialogue will reveal it and consume one key.

Prologue: “Bacon ♥♥♥♥” (2007.2.17)

This case, being more or less a tutorial, is fairly straightforward. There are only 2 outcomes, each rather simple to find, other than the non-indictment text being un-highlighted.

Round 1:

  • “When I called him Bacon ♥♥♥♥ during the investigation, he flipped out.” (p5)
  • “I admit I swore at him,” (p6)

Round 2-1:

  • Defamation, Related Precedents: Verdict No. 99-001
Indictment:

Round 2-2:

  • “Some other Bacon ♥♥♥♥♥ were around too.” (p5)
  • “…six other officers were present. They all heard what was said.” (p3)

Result: 2G, Performance Up, Precision Down

Non-Indictment:

Round 2-2:

  • “But, other than those cops, there was no one.” (p5)

Result: 0G, Performance Down, Precision Up

Chapter I: “High Wall” (2007.3.2)

This case is more complicated, with 3 outcomes (indictment, non-indictment, and special) which affect the story more than changing your scores. This is also one of few cases where something outside of the “dungeon” affects the outcome.

Indictment:

Round 1-1:

  • “Because I stole someone’s newspaper with my handcart.” (p13)
  • “I loaded my handcart with as much as I could carry, but I didn’t take them all.” (p13)

Round 1-2:

  • “I helped him push the handcart from the back.” (p8)

Round 2-1:

  • Theft, Related Precedents: Verdict No. 05-003

Round 2-2:

  • “I saw him.” (p14)

Round 2-3:

  • “…they had stealing down to a science: the old man loaded up the stolen goods while the kid stood watch then quickly pushed the handcart making a run for it.” (p11)

Result: 5G, Performance Up, Precision Up

Non-Indictment:

Applicable Law:

  • Criminal Law #1002, Article 2 (Special Theft)

Round 1-1:

Chapter II: “Train of Light” (2007.4.20)

This case only has two outcomes but has significant impact on the story, as the accused is the son of the chairman.

*As far as I am aware, this does not affect anything outside of Frank’s response and you can still select either verdict for your final outcome.

Chapter III: “Duty to Protect” (Death by Abandonment)

This chapter introduces the “Forge” system– a somewhat clunky interface that allows combining two pieces of information in order to draw a conclusion. For rounds that use forge, the evidence will be given in a numbered list.

Round 1:

  1. “…wheelchair, put him in it, then moved him outside the building.” (p10)
  2. “No, I didn’t do anything after that.” (p11)

Indictment:

Round 2-1:

  • National Public Service Law #0 (p17, search “National Public Service Law”)

Round 2-2:

  • “His breath reeked of alcohol, he was asleep, and his pants were down half-way. He didn’t wake up no matter how hard I shook him.” (p11)

Endings

Ending 1: Leave of Absence

Jane becomes disgusted by the performance points system and how it encourages corruption, quitting the force.


Obtained by receiving the special ending in Chapter I.

Ending 2: Dismissal

Jane is fired for human rights violations.


Obtain by choosing non-indictment in Chapter II, then indictment in Chapter III.

Ending 3: Relieved from Duty

After an inspection, Jane is accused of corruption and fired.


Obtain by choosing indictment in Chapter II, then non-indictment in Chapter III.

Achievements

“No One Died”

Non-indictment for theft.

Obtained by getting the special ending in Chapter I.

“Political Calculation”

Indictment for death by abandonment.

Obtained by filing for indictment in Chapter III.

“Prejudice”

Indictment for foul play.
