Overview
This is a guide to where different survivors are. Any questions, comments, or concerns are welcome. Also, as a tip, negotiation will probably be a useful skill in all of these and remember it is safe to assume that all of these are under some form of time limit and for the sake of convience on my part I just decided to put everyone in alphabetical order. Most survivors have a time limit.My thanks to the people in the comments for the information that they have provided.
A
Aggro: Dublin Bar. Head Northeast from the shelter the bar is just to the southwest of Stephenville. No special requirements. Dead by day 41, June 2nd.
Aimee: The Wicked Lily. Head Northwest from the shelter until you get to the Bullsseye Store and head straight west from that. No special recruitment requirement that I know of. Dead by day 41, June 2nd.
Anita: Comes with the shelter
B
Bud: Old Neighborhood, head southwest from the Shelter. The Old Neighborhood is right below the 377 mark on the map. No special requirements but will be gone by day 30.
C
Clifford: Abilene Bullseye. Drive from the shelter straight to Abilene, you can’t miss it. No special recruitment requirements.
Charleston: Random encounter. No special recruitment requirements.
Corbeau: Truck Stop. Drive straight south from the shelter. No special recruitment requirements, besides taking everyone along.
Craig: Around the area of 190 to the northeast of the shelter.No special requirements, but get him and his wife before day 25 (May 17th), they will be gone by then.
D
Davis: Comes with the Shelter
Darlene: Comes with Ford. Reference his requirements
Doug: Comes with the shelter. You will need antibiotics to get him up and moving.

Effrem: Random encounter. No special requirements.
Elaine: Comes with the shelter. You will need to help her get over her problem before she can do anything.
F
Fiona: Friendly Freds. Head straight north from the shelter until you reach the red highway 20 line and then head east. As a requirement I reccomend you be ready for a fight, you will be fighting some bandits to save her.
Ford: Will show up at your shelter one day later in the game asking about a trade. Honor the trade and you will have two chances to recruit him. One is upon finishing the trade you can offer to have them join. The second chance will be sometime later. You need at least an 8 in negotiation on the first attempt.
G
Getz: Shows up at the shelter one day and joins.
Gillian: Austin. As implied go to Austin. As for requirements this one is a doozy, come with your best people completely armed and armored and be ready for a long fight. You will need to fight your way through a mall that is several floors with heavily armed rouge soldiers on every floor. Gillian is in a nearby building and will come with you after you kill the leader of the soldiers, who is on the roof, and retrieve a lighter from his dead body. Each floor contains at least half a dozen soldiers. Good luck. (a tip is to convince her to show you a back way into the mall which will allow you to skip a floor)
Grant: Random encounter. No special requirements.

Harold: Recruitable with Ford the first attempt. He will become unrecruitable by the second attempt.
I
Isobel: Recruitable with Ford. Must be recruited the first time otherwise she wil become unrecruitable.
J
Jenifer: Soaring Eagle’s Resort. Head straight west from the shelter until you reach the edge of the map. No special requirements but get to her before day 30 (May 22nd).
Jodie: Carmichael’s Garage. Head East by Northeast from the shelter. It is a bit harder to find. No special requirements. Time limit of 30 days (May 22nd).
Joel: Comes with the Shelter.

Karen: Comes with Craig
L
Lane: KHCK Radio Station. No special requirements but I advise that you wait for as long as possible to get him and that you listen to the radio everyday, you never know. Davis will tell you when maybe you should go get him.
Lightning (dog): Shows up at the shelter one day.
Lloyd: Hamilton Airfield. Southeast of Stephenville No special requirements, minus waiting until day 26 (May 18th) and get him on that day (I do not know if he is recruitable a day after that).

Melina: Downtown San Saba. You need either a 4 in medicine, a 3 in negotiation, or bringing Renee with you, but make sure you have antibiotics handy for her whole time, she is bit.. She and Oscar will be dead by day 30 (May 22nd) so get them before then.
Mia: Reference Sara since they are recruited together.
Michiru: Recruitable with Corbeau.
N
Nash: Will show up at the shelter at some point late game. Do not attack the refinery under any circumstances since that is where he works.
Nathan: Mernard Graveyard. Follow 190 west of the shelter, look in the Chapel, if he isn’t there than you missed him or he’s dead, he is dead at least by the 2nd of June (day 41) but I suspect it might be earlier than that. No special requirements.

Oscar: Comes with Melina.
P
Parisa: Militia HQ. Head straight south from the shelter until you reach route 10. Then head straight east. Long and short is that you are going to have to kill everyone in the HQ to recruit her. Before the military kills everyone there including her. Best of luck.
Paul: Found in random encounter.
Pepper (dog): Scrapyard. Head straight east until you reach the Lampas Shelter then head straight south. After fighting your way through the dead there when trying to befriend her use the pillow.
Priscilla: Arrives at the Shelter with Todd.

Regina: Arrives at the shelter randomly.
Renee: Comes with the Shelter.
Ryan: Comes with Corbeau
S
Samm (Cat): Randomly shows up at the Shelter.
Sandy: Mansion. To the Northeast of San Angelo. I believe the best way to recruit her is to tell her that this the shelter is the closest thing she will get to a society.
Sara: Pleasant Oaks Summer Camp. It is between the 281 and the 183 marks on the map near Austin. You are going to need a science lab to recruit her. She comes with her sister Mia and you will need to establish yourself as a friend to the group there, so no killing them all.
Smoky (Cat): Pleasant Oaks Summer Camp. For location reference above. Show up after day 50 (July 11th) but before day 68 (July 29th) and ask if if he has anything to trade. He will give you the cat.
T
Troy: Random Encounter that will occur sometime after day 31, this will not trigger if you happen to be hostile with the Militia.
Todd: Will show up at the shelter one day.
V
Vic: Will show up at the shelter one day.
W
Walter: will join up endgame, you need to have a 7 in ANY skill to convince him to join. As far as I can tell it is always day 86.
