Looks like you need to kill Bishop Alexander and Sallow Man would not attack the players (need to confirm). If Sallow Man did not attack and it should talk with the players and give out this staff.

Forktongue also has one on his person.
And a black ring reaver outside the elven temple.
Basically any leader of the Black Ring has this. You use it to communicate with Sallowman
Black Ring Sacrificial Dagger

Delorus’ Bow

In Fort Joy’s Prison you can save a magister called Delorus. In Nameless Isle you will have a chance to save him again where if you do he will give you his bow.

Located in a cave with some REALLY suspiciously placed Sentinels around it. Just look at the picture of the map you probably don’t care about this part anyway.

Anyway it is located in the War room (Pretty menacing right?) in a chest. The war room is in the Sallow Man’s cave which is the cave guarded by the troll next to the lunar temple. Honestly it’s quite hard to miss.

Located on the Nameless Isle (incase you didn’t know that) this item is dropped by the Shadow Prince when killed or can be pickpocketed. He is marked on the map.
Sallow Chainmail
The Sallow Man is quite a bad description considering there are a lot of heavy smokers in our day and age. DOn’t get it don’t blame ya it wasn’t that funny anyway
Basically kill The Sallow Man. He’s in the cave by the Lunar Temple which is guarded by a troll. It’s quite hard to miss.
Septas Shield
