Vanilla Fallout NV has severe stuttering, and even the stutter remover mods don’t completely eliminate it. This is a quick guide that will tell you how to fix this problem if you have your PC connected to a 60hz HDTV or 60hz monitor.
The FIX
Vanilla Fallout NV has severe stuttering, and even the stutter remover mods don’t completely eliminate it. That is because the game uses a 64fps tick rate. However, in recent years a few BETTER solutions have popped up:
1.) If you have a very high refresh monitor (like a 144hz), simply turn off v-sync and go to Nvidia control panel and limiting/capping the max framerate of the FalloutNV.exe to 64fps (the same as the tick rate) will make this go away.
2.) But odd’s are you’re like me and you’re using a 60hz monitor or HDTV – what do you do then? Simple (download these):

READ and follow the instructions on both links. Though here’s a helpful summary:
– Unzip the contents of the first links download and place them in you’re Fallout NV game folder (steam/steamapps/common/fallout new vegas/).
– Unzip the contents (two config files) of the second links download and place them in the NVSE Plugins folder created by the first download, in you’re Fallout NV game folder. OR use Nexus Mod Manager to automatically do it for you (which is recommended).
– Launch the game atleast once from nvse_loader.exe

I’ve used this method on a Windows 10 64-bit PC (Ryzen 3900X/RTX 2080ti), and another PC with Windows 8 64-bit (Ryzen 1800X/GTX 1080). On both systems this method completely eliminated all stuttering at 60fps w/ v-sync enabled on my 60hz HDTV.
I’ve only tested this mod with Vanilla Fallout New Vegas, so I cant vouch for its effectiveness if you have a bunch of heavy mods enabled (It might work though). Mods can create their own stuttering problems because of memory constraints.
Furthermore, you don’t need to cap you’re framerate to 59hz as some have suggested online, and you can leave the games v-sync enabled (no need to fiddle in nvidia control panel).
