Fixing the Oversized Window (Win10)
The Problem!
I had a ton of problems with Ragnarok Online 2 once I updated to Windows 10. After looking around online for a fix to my biggest problem and only finding search results for the original Ragnarok Online I finally lucked out and managed to figure out how to fix the problem on my own.
This guide is for those of you who have the issue of the game overcompinsating for your monitor and making the game screen way too big for your resolution even when you set the resolution properly. It worked perfectly for me, and I hope that it will work for you too.

The Solution!
I dug around in the files a while and after a good deal of searching I found the path that the Launcher uses to start the game. You will need to go to: "C:\Program Files (x86)\Steam\steamapps\common\Ragnarok Online 2\SHIPPING\" In this folder you will find Rag2.exe
Once you've located the file the fix is easy to do, just right click on the Rag2.exe and click the "Properties" button. In the new tab, go to the Compatibility tab. Check the box labled "Disable display scaling on high DPI settings" and then click Apply at the bottom right.
Then all you need to do is launch Ragnarok Online 2 from Steam and once you load the game it should be good to go!
(Side Note: I also have it set to run the program as administrator but that likely isn't required, just putting it out there.)
