For People Who Are Unable to Access Purchased DLC

1. Install MW3 Multiplayer.
2. Launch MW3 Multiplayer and go online.
3. Once connected, in the menu, you should see your emblem tag on the right, 'find a match', 'create your class' and the left.
4. Close the game.
5. Go back to the MW3 Singleplayer. The DLC content should now be accessible.

Warning:
After doing this, do not uninstall MW3 Multiplayer; otherwise, the DLCs will fail to load again.
