Graphics Settings Tweaks
I’m going to be borrowing from another guide for this particular step, albiet it helped some, it didn’t help me, but here you go.

An optimization issue with the Environment setting set to High is the causing a lot of PCs with graphics cards that are capable of running Berserk at 60fps to have frame-rate drops. A workaround for this is to change the graphic options to custom and set Environment settting to Low.
NVIDIA Settings
This is the part that helped me the most. I tried the above step, I tried running the game in the recommended Windows 7 Compatability mode, I tried running it as admin, reducing all other settings, no luck. When in gameplay I was still getting 10-20FPS until the game was paused.
What I did was:
1. Go to your desktop and right click in a blank area and in the right-click menu select “NVIDIA Control Panel”
2. Find “Manage 3D Settings” and then “Program settings”
3. In the dropdown, select the game path (steamsteamappscommonberserk and the band of the hawkberserk.exe)
4. Underneath that, we have another dropdown for what the graphics processor will be. Change it from hopefully “Use Global Settings: Autoselect: Integrated” Or similar, to “High-Performance NVIDIA Processor” (Or your GPU instead of Integrated, if that is listed) and click apply in the bottom right.
