How to fix it
You can add -w parameter in launch options to force game start in window mode. Go to Steam Library -> Right click on game -> Properties -> General tab -> SET LAUNCH OPTIONS button -> type
-w
Launch game. Change resolution options and switch back to fullscreen mode.
