Step 1:

travel to Santa Modesta, its unlocked pretty early in the main story

Step 2:

Find the Donut shop, its just down the road from the TV station and next door to the church.
and than jet pack through the hole in the center without touching it, as a bonus there is a drone in side it aswell

This can be easly done during the TV station defence level in between waves
