The way of fixing the startup issue when you get onto the game’s menu is firstly startup the game and then while the game is going through intro, to then turn off your internet connection to Steam.

After doing that, once you get onto the game’s main menu, it should be able to start single player story, aftering doing that, you can turn on your internet connection to Steam for getting Achievements etc.
