There is only two locations you can find him at, the shrine outside the Inn and this location
Where to sell Stolen goods.
Rattay Mill (the place you wake up after bandits). The older man there after denying and paying his money back will buy your stolen goods after denying his requests (after you pay for your medical bills).
700 Gold for one kill off the guy.
