1. YOU NEED TO DOWNGRADE THE GAME. Sorry for missing out on telling you that guys, I just forgot, it is the steam version that does not support modding so downgrade the game by replacing your .exe with this one : Download here[www.dropbox.com] Sorry for the inconvenience once again!
2. First download the Open Limit Adjuster

3. After that exctract the .asi and .ini to your GTA Vice City folder and open the .ini with notepad
Scroll down and find your GTA (GTA Vice City) and then find the frame limit, change it from 30 to whatever FPS you and save
4. start GTA Vice City
Go to your game’s options and turn on the frame limiter
