Overview
This guide is meant for people that want to play GTA IV’s campaign but are unable to because either Games for Windows Live or Rockstar’s Social club is not letting them. By reading this guide you will be able to play it by creating a local profile (offline account) and enjoy the campaign. PLEASE NOTE this guide only works for playing the campaign and you will NOT be able to play multiplayer.
Step 1. Bypass Rockstar’s Social Club sign in
When you first load up GTA IV it asks for you to sign in to the Rockstar’s Social Club
You do not need to do this. Instead hit Play Offline
After doing this it will ask you this message 
Make sure to hit OK
Next, it should launch the game up. You are now halfway done and will soon be able to play.
Step 2. How to make the offline account and not use Games for Windows Live
When launching the game up you will most likely encounter this message asking you to sign in to your games for Windows Live.
Do not attempt to sign in because instead we are going to create a offline account.
Hit the home button on the Games for Windows live.
Next there will be three options on top. They are Sign-In, Create New Profile, and Delete Profile. You want to hit Create New Profile
You will then get this message. (Do not bother reading it) and DONT HIT CONTINUE
Scroll down and you see the underlined text saying Create a local profile Click it.
You will be asked to create a Profile Name. Once you have thought of something hit Submit
After hitting Submit it should look like this. Hit Done
You should now be able to play GTA IV’S campaign as know you just need to Hit Start on the bottom left hand corner.
PLEASE NOTE This guide will not allow you to play GTA IV’S multiplayer because you have created a offline profile. I hope this guide has helped you, and if you are confused then let me know.
