Short guide on how to unlock the Recollection Room as it isn’t available from the start of the game
Basic Explanation
It is unlocked after a certain story cutscene in the Ruined Fort area of the labyrinth. After that cutscene, visit the the building to the north of the Inn that Marle stays at and talk to this person: [link]
in this room:

They will ask you if you will support them in renovating the basement of the Inn and give them 2000 Ente for it. If you give them the 2000 Ente, they will add the Recollection Room for you to ‘explore’.
The Cutscene’s trigger
Once you get to the Ruined Fort area, follow the path of corridors inside until you reach this room (North-west of the RF start);

and go down the stairs in the top left corner of the room. Once downstairs, follow the corridors again until you reach this staircase and go up it;

afterwards go down the stairs to the left of where you just came up from;

and then trigger the switch to open the door to the chest.

After you’ve opened the chest, go back up the stairs and the cutscene should trigger. (If this doesn’t unlock the CG room then check the next section)
If the previous section didn’t work
After returning to town, monsters will attack from the port (you can heal before going to deal with them). Defeat them and everything should be back to normal for the town, go see person in the northern building (shown in section 1) and the recollection room should be able to be purchased.
