OBTAINING DRAGON BALLS:

Most players tend to farm Parallel Quests #4 (Prepare For The Attack Of The Saiyans!) OR #24 (Super Saiyan Legend); the goal is to challenge the 3 patrollers to a fight when they arrive. Each patroller has a chance of dropping a dragon ball upon defeat, so it is possible to get multiple Dragon Balls in one run (though unlikely).

As many commentors have pointed out, PQ23 (The Explosion of Namek) is also a viable option. This is actually the one I personally use to run as well. After quickly defeating Freiza, you have a chance of three patrollers spawing directly afterwards.
