In order to summon Joe Biden onto the new map you must click the button in the bottom left that has a portrait of Mohammad Rajab Wali on it.
The image selection that NK did for the summoning button is unclear and it is very easy to miss, so you have to look very hard to summon Joe.
LOAD UP THE NEW MAP
The obvious next step is to load up the new map, Resort. It is under the beginner difficulty of maps, and should be on the first page when you go to make a new game.
AND THERE HE IS
As you can see, the map now displays Joe Biden enjoying the pool resort.
There is many speculations as to what NK was trying to symbolise with this, maybe it was portraying that Joe Biden actually doesn’t care about the US and actually has a robot doing all these speeches while he is in a resort.
My personal belief is that NK is trying to symbolise the US Government knowing about the existence of Bloons and Joe Biden is ready on the field to ward them off.
I’m not sure how I found this easteregg but this maybe has some very significant meaning behind the lore of Bloons.
