Overview
Took me quite awhile to come up with this solution. Hope that it’ll help the players facing the same problem.
Crash Fix
The crash on new game plus seems to be caused by a fully modded pistol in my inventory. I thought that the crashed occured due to the lack of inventory space but I was wrong. I made sure to use all my ammo before fighting the final boss as I have the killswitch.

I selected the lethal option and chose the revolver on the New Game Plus.
Testing Your Own Saves

Some additional tips:
– Make a save before encountering the boss so that you can test out your own inventory.
– Skip cutscenes and use the killswitch if you have it.
– Click yes when you see this scene:
– You can exit back to main menu after the raining cutscene and as soon as vega starts talking.
