Must have completed Queen B*tch and have the mod The Inheritance completed as well, then talk to Larry Scull
Enemy of My Enemy
After finishing all the bounties without accepting Red Bears deal, and completed Think of the Children in The Inheritance by funding the orphanage and let Esther go, you can then talk to Joaquin at the jail to receive the quest
Bonus Info
The Short Stick Saloon is located just outside of Novac on the street to the right of the tent.
Sometimes the other people in the jail can give you info on you targets if asked.
The mod “The Inheritance” also made by someguy200 is required for the quests New Blood and Enemy of My Enemy
