Very easy way to fix this.

No cutscenes audio FIX-easy

Go to the folder where you installed the game.
Exe should be in System folder.
XIII-exe.
Open with right click and go to properties.
Now go under Compatibility
There you will see Run this program box and choose Windows XP SP3 version
Click on Apply and OK
And you are DONE.
