Except "Security cameras" (That you need to play the main story line) You could get anyone of these at any point in the game.

My Advise is to:

• Go into the main Story mission a little

• Take it District by District

• Do the Romance Missions which well help you to see collectibles on your mini map

• Green: jade statue
  
• Red: health shrine
  
• Blue: lock box
  
• Yellow: security camera

• North Point (First District)

• Aberdeen

• Kennedy Town

• Central
