Introduction
Hey there! There’s a lot of solutions here, so I recommend using the guide index to find what you’re looking for!
If you ask for help on something that’s already on the guide, I’ll just tell you to read the guide. If you “tried everything and it didn’t work”, please tell me the following:
- Your PC specs
- The exact name of the sections you tried, including if you tried General, Nvidia, AMD, and/or Integrated fixes.
- Include any possible error messages you encountered preventing you from proceeding in said steps.
- If you “aren’t seeing something” or something seems off, send a screenshot using Gyazo (Or whatever screenshot app you prefer.)
- The exact Google searches you’ve typed in so that I know you made a conscious effort to find the solutions elsewhere.

Why does 60FPS cause slowdown?
So the short answer is: The slowdown isn’t the game’s fault, it’s yours.
Here’s the long answer that will actually help you:
This game is “frame dependent” as all games are by default. That’s why you have to toggle between 30 and 60 rather than it just doing it automatically. When you set it to 60fps, the game has to run through twice as fast.
So why are you getting slowdown? Because the game isn’t running at 60fps for you. In fact, go to your Steam Settings, click the In-Game tab, and turn on the FPS Counter. It’ll show that you’re below 60fps!
Is it the game’s fault? Not at all! There’s many reasons why this can happen, and usually it’s a problem with your computer. If your PC isn’t powerful enough to run the game at 60fps, then that’s one reason why it could be running slow.
“But my PC has a high-end Nvidia/AMD card! There’s no way it CAN’T run at 60fps!” I hear some of you saying. You may even be saying “[x] game runs just fine!” And that’s where you’ve already messed up in your thinking.
For one, two games can have completely separate configurations and backends, meaning not one size fits all. There’s more to graphics than just resolution and frame rate. If one game runs fine and Storm 4 doesn’t… well good for you.
As for people with high-end cards that should logically run this at 60fps, there are three solutions that you need to do in order to fix, not Storm 4, but your gaming PC as a whole.
Solution 1: General Fix
Your PC may be set to use power savings mode. Yes, even Desktops have these. And yes, there’s a good reason why Desktops have these as well. Just set your power options to use “High Performance”. (I will post the steps at a later time.)
Solution 2: Desktop Fix
Your monitor is plugged into your CPU. Yes, your CPU actually has display ports. Don’t think you’re above a silly mistake like this either. Tons of people have this problem and refuse to admit it until I physically swap the port their monitor is plugged into on their PC. Just try different ports and you’ll see what I mean.
Solution 3: Laptop Fix
There are settings in your Nvidia/AMD control panels that will auto-select whether your GPU is used or not. These auto settings are annoying and will only get in your way. Set them to always use your GPU. (I will post the steps at a later time.)

I don’t meet the minimum system requirements! How do I run the game at 60fps?
If you don’t meet the requirements, there are still a couple of other ways that you can play the game at full speed.
One way is to revert the game to a lower graphics setting. To do this, change your settings in-game to the lowest settings possible (While keeping FPS set to 60). Then, edit the ini file found at “C:/Program Files (x86)/Steam/steamapps/common/Naruto Shippuden: Ultimate Ninja Storm 4”
so that you change
msaa=1
to
msaa=0
The game seems to run fine for most users on 800×600 when using integrated graphics, but sometimes this doesn’t solve the problem completely if you’re running an especially old machine.
If the above doesn’t help, you can follow this convenient tutorial I made that disables a function called “pre-draw” while sacrificing a bunch of particle effects:

Just be careful with it, you may find your game crashing more!
If the above tutorial still has your game lagging, you can lower your resolution as shown above. If the game is still lagging after that, you will need to upgrade your computer.
I’m on a high-end Nvidia GPU! Why am I getting lag?
- Right click your desktop
- Click “Nvidia Control Panel”
- Select “Manage 3D Settings”
- Select “Global Settings”
- Choose “High Performance Graphics” and click apply.
- Restart your PC
After restarting, check if your settings applied correctly in your Nvidia Control Panel. If they revert back, you may need to fix issues on your PC outside of Storm 4.
If your game continues to lag and you notice that the option reverts back to default:
- Go to your device manager
- Expand “Display Adapters
- Right-click Intel(R) HD Graphics.
- Click Disable
- Restart your computer
I’m on a high-end AMD GPU! Why am I still getting lag?
- Right-click your desktop and go to Graphics->PowerPlay
- Change the plugged in and battery settings to “Maximum Performance”
- Click apply.
If that still doesn’t work and you aren’t using an ATI model:
- Go to your graphics cards settings
- Select Graphics->3D
- Click Optimal Performance if available.
If the above doesn’t work for you:
- Go to the Catalyst Control Center
- Select the Graphics tab and click Browse
- Go to “C:/Program Files (x86)/Steam/steamapps/common/Naruto Shippuden: Ultimate Ninja Storm 4”
- Set it to High Performance and click apply.
I set the game to 60fps, why is it only 30fps?
If you have the game’s Vsync turned on, try turning it off and see if that works. If it fixes your framerate, go into your Nvidia/AMD control panels (If you have an Nvidia/AMD GPU) and the Vsync there works.
If disabling Vsync doesn’t help, your PC might not be powerful enough to play at 60fps. Having the minimum requirements means you can run the game at the lowest settings, so make sure your PC is powerful enough to run the settings you’re on.
How do I unlock Boruto and Sarada if I didn’t pre-order?
Buy the Road to Boruto DLC. It comes with both of them in their new forms and Pre-Order forms.
What engine does this game run on?
It’s a house-built engine since the game doesn’t run on anything like Unreal Engine or Unity.
“Cannot Initialize Steam”? WAT? I’m running Steam!
Restart Steam as an administrator. Not just as your administrator account, you actually have to complete the “Do you want Steam to access your computer?” box.
If that doesn’t work, delete ClientRegistry.blob in your steam folder and restart steam. Your Steam folder is located in C:Program Files (x86)Steam
I keep getting a dx11 device creation fail error! (Error 0x80010010)
Go into the main game directory at “C:/Program Files (x86)/Steam/steamapps/common/Naruto Shippuden: Ultimate Ninja Storm 4”
Then, go into _CommonRedist/vcredist/2013 and run the x64 file.
DirectX11 normally comes with Windows 7, 8, 8.1, and 10 by default. If your issue wasn’t fixed by reinstalling vcredist, your graphics card doesn’t support DirectX11 and you need to upgrade it.
The game’s asking me to create a save file?
Press the (A) button on your controller (Or L on keyboard)
How do I go through the menus with keyboard?
Use L for the (A) button, Use +/= for the (B) button, use Enter for Start/Select, and use Backspace for Back/Select. Then set up your keyboard controls there.
Why doesn’t my keyboard work?
Verify your game cache. This is also called Verifying your game files.
My controller doesn’t work in-game!
Don’t download x360ce. It can cause the game to crash more, especially online. Also, x360ce introduces input delay into your controller, which is never fun.
Instead, use Joy2Key or Xpadder and set up your controller to emulate keyboard buttons. Make sure the settings in Joy2Key/Xpadder match the keyboard settings for Storm 4.
Accepting invites disables my controller/keyboard!
This is a known issue that’s way too complicated to explain. Just invite the other person or use public sessions and wait for the other person.
How do I turn off my microphone in-game?
- Right-click the speaker icon on the bottom right
- Click “Recording Devices”
- Disable all microphones that show up
If you would like to talk through Discord or Skype without talking in the game:
- Plug in a second microphone
- Right-click the speaker icon on the bottom right
- Click “Recording Devices”
- Make sure your second microphone is enabled
- Right-click the second microphone and click Properties
- Set the microphone’s volume to 0.
- Go to your Steam Settings
- Select “Voice” and click “Change Device”
- Set your second mic as the default and the default for communication
- Set Discord/Skype/Whatever to use your regular microphone.
If you don’t have another microphone:
- Install and set up a Virtual Audio Cable
- Right-click the speaker icon on the bottom right
- Click “Recording Devices”
- Go to your Steam Settings
- Select “Voice” and click “Change Device”
- Set your virtual microphone as the default and the default for communication
- Set Discord/Skype/Whatever to use your regular microphone.
If you don’t have a second microphone and would rather not set up a virtual audio cable, you will have to use the mobile applications.
My game sets my online region incorrectly!
Some areas don’t display the right region continent. To fix this, change your system locale.
Guaranteed Fixes:
NA/SA – USA, Mexico, and Canada
EU – Spain, Germany, Italy
ASIA – Japan
When I substitute online, it disconnects me!
Make sure both you and your opponent have the same FPS setting. I recommend both of you setting the game to 60FPS. If they absolutely can’t run the game at 60FPS, then 30FPS is your only other option.
The reason why this happens is because the substitution meter runs on a specific timer before it starts recovering again. When the game’s FPS is doubled, the timer’s speed doubles as well. If you’d like to know why, see below on “60FPS makes menus 2x speed, but game is normal?”
Note: You may need to restart your game after changing FPS, as the substitution speed may remain the same until your game is restarted.
60FPS makes menus 2x speed, but game is normal?
This one goes a bit into some animation design in games, so I’ll try to make this as simple as I can.
There are two kinds of graphics: Pixels and Vectors. Pixels are your average images. Stuff like your HP bars, menus, etc. While that is the case, the characters, stages, etc. are all Vectors.
What are Vectors? In short, they’re basically pictures created by math. Unlike regular pictures, you can make them as big or small as you want with no problems.
Now why does this matter? The same goes for animations. When Vector images are animated, you can put them to as much or little frames per second as you want with no problem.
However, pixel images don’t work that way. Instead, pixels are animated like a flipbook would be. So increasing the FPS means increasing the amount of images you’re shown in a flipbook which means increasing the speed. The same works for lowering the FPS and slowdown.

60FPS makes menus scroll twice!
I’m not actually sure why this happens to people. It’s never happened to my friends nor myself, so I’m curious as to why some people get it. I still need to collect more information such as system specs from people and maybe I can find something. The temporary solution here is to change back to 30FPS.
(General) My game is crashing a lot!
If you have any mods enabled (especially the Tormunds fix) please remove them including the nsuns4.exe and verify game cache. If you’ve installed x360ce into the game, be sure to remove that as well. X360ce crashes the game, especially online.
If you don’t have mods enabled, go to “C:/Program Files (x86)/Steam/steamapps/common/Naruto Shippuden: Ultimate Ninja Storm 4” and open config.ini. Make sure it says:
msaa=0
If MSAA is set to anything else, change that to 0. MSAA is known to cause crashing in the new update.
If that doesn’t work:
- Right click your start menu and click Task Manager
- Go to the Services tab
- Find “Touch Keyboard and Handwriting Panel Service” under the name TabletInputService
- Right-click it, then click Stop.
If all else failed, go into the main game directory (Where NSUNS4.exe is shown on the step above), go into _CommonRedist/vcredist/2013 and run the x64 file. Then, restart your PC once you’re done installing vcredist.
(Nvidia) My game is crashing a lot!
If the general steps didn’t help:
- Right-click your desktop and click “Nvidia Control Panel”
- Select “Manage 3D Settings”
- Select “Global Settings”
- Choose “High Performance Graphics” and click apply.
- Restart your PC
After restarting, check if your settings applied correctly in your Nvidia Control Panel. If they revert back, you may need to fix issues on your PC outside of Storm 4.
As a last resort, roll back your graphics drivers:
- Right-click the start menu and click Device Manager
- Expand Display Adapters
- Find your graphics driver and right-click it.

(AMD) My game is crashing a lot!
If the general section didn’t help:
- Right-click your desktop and go to Graphics->PowerPlay
- Change the plugged in and battery settings to “Maximum Performance”
- Click apply.
If that still doesn’t work and you aren’t using an ATI model:
- Go to your graphics cards settings
- Select Graphics->3D
- Click Optimal Performance if available.
Finally, if the above STILL doesn’t work for you:
- Go to the Catalyst Control Center
- Select the Graphics tab and click Browse
- Go to “C:/Program Files (x86)/Steam/steamapps/common/Naruto Shippuden: Ultimate Ninja Storm 4”
- Set it to High Performance and click apply.
- Restart your PC
As a last resort, roll back your graphics drivers:
- Right-click the start menu and click Device Manager
- Expand Display Adapters
- Find your graphics driver and right-click it.
- Click properties and select the driver tab
- Click roll back driver.
- Restart your PC
(Intel HD/AMD Integrated) My game is crashing a lot!
If the general section didn’t help, find config.ini in “C:/Program Files (x86)/Steam/steamapps/common/Naruto Shippuden: Ultimate Ninja Storm 4”
Then, set vsync and shadowQuality to 0.
As a last resort, roll back your graphics drivers:
- Right-click the start menu and click Device Manager
- Expand Display Adapters
- Find your graphics driver and right-click it.
- Click properties and select the driver tab
- Click roll back driver.
- Restart your PC
(General) I’m getting a white screen in the menus!
Before we try anything like messing with drivers, first try changing your INI file. Go to “C:/Program Files (x86)/Steam/steamapps/common/Naruto Shippuden: Ultimate Ninja Storm 4” and open config.ini. Then changed “windowed=1” to “windows=0” or vice-versa if yours says the opposite.
If that didn’t work, go into the main game directory (Where NSUNS4.exe is shown on the step above), go into _CommonRedist/vcredist/2013 and run the x64 file.
(Nvidia) I’m getting a white screen in the menus!
If the general section wasn’t helpful:
- Right click your desktop
- Click “Nvidia Control Panel”

I can’t unlock [x] story mode achievement after S-Ranking!
Play the fight again and you will unlock it regardless of the rank you get when you win.
Sounds in the game have static or sound distorted!
Change your audio settings to have a bitrate of 44100Hz. This can be done by going into your Audio Manager and selecting the default format for your audio output device.
Story Mode Sounds are only on the left-side of my speakers/headphones!
This was fixed in an update. If you’re pirating the game, please buy the full game.

But on a serious note, every character has their strengths and weaknesses. Learn and adapt to [x] character’s playstyle. If you aren’t willing to do this, then just play against friends, play against CPUs, or just stop playing if you don’t want to do either of those.

Well, I don’t really have much to say here. If they’re using a mod that makes them do things like break shields quicker or attack faster/stronger, etc, then just report that user to Bandai Namco. Otherwise, there really isn’t much you can do here.
