Overview
In this guide I’ll be talking about all perks in Black ops 2 and rate them from 1-10.
Before you start to read!
Before you start posting comments about that I put a to low rating on a perk, it’s my thoughts about the perk and you dont have to agree with me.

Perks: Tier 1
Ghost
The ghost perk allows you to not show up on the enemies minimap if they have a UAV in the air and you are moving. Staning still for to long will disable the ghost perks effect.
Shooting unsilenced weapons will still put you on thier minimap and if the enemy have a Orbital Vsat you will still show up on their minimap.

Flak Jacket
The Flak Jacket perk reduces explosive damage taken by 65%.
Flak Jacket does not protect you from your own explosives, only enemies!

Blind Eye
Very simple perk. Blind Eye protects you from being detected ai controlled air scorestreaks.
(If a friendly soldier gets detected by a Hunter Killer Drone and he stands near you, you will still die or take damage from the Drone)

Hardline
Hardline gives you 20% extra score (For example you kill a enemy and get 100 score, if you have Hardline on you will get 120 score).
Hardline does not give you extra score for UAV, Counter UAV, Orbital Vsat or EMP assists.
This means that it is 1 less kill to get a score streak up to EMP where you have 2 less kills up to the Swarm which is 3 less kills with Hardline

Lightweight
Lightweight gives you 7% faster movement speed in any stance! (Running, Walking, Crouching, ADS Sidestepping, Prone Crawling.)
You also become immune from falling damage.

Perks: Tier 2
Toughness
The Toughness perk reduces flinch by around 1/3 and you get less visual distortions when shot.
(When you are getting shot at without Toughness perk you screen will start flashing a bit dark red every time you are getting shot 10/10
Cold Blooded
Cold Blooded:
- Prevents the crosshairs from turning red, and you name showing up for the enemy.
- Prevents you from glowing yellow on a dual band scope.
- Prevents the red box to show up on you if you are seen by a Target Finder
- Prevents you from showing up through walls with the MMS
- Sensor Grenades wont detect you
- Prevents the red hexagon to show up on your body in player controlled scorestreaks

Fast Hands
Fast Hands lets you swap weapons and pick up weapons twice as fast.
It also decreases the equipment use time by 40% and doubles your grenade pickup radius.
(Edit: Fast Hands also resets the timer on frag grenades)

Hard Wired
Makes you immune to EMP, EMP grenades and Counter UAV

Scavenger
Scavenger lets you pick up ammo packs from dead enemies. Enemies killed by explosives wont drop a ammo pack
The ammo pack restores, 1 mag of ammo for each gun, 1 tactical and 1 leathal grenade.

Perks: Tier 3
Dexterity
Dexterity does 3 things:
- 70% Faster ladder climbing speed
- 60% Faster mantling speed
- 70% Faster sprint recovery time

extreme conditioning
extreme conditioning is a very simple perk, it boubles your sprint time.

Engineer
Engineer does three things.
- Highlights all equipment and ground streaks
in bright red, you can also see them through walls. - Delays bettys, calymores and shock charge
by 0.9 sec - Allows you to re-roll care packages
to get a different reward

Tactical Mask
Tactical Mask reduces the effects from tacticals by 50% but it feels more then that (70-90%)

Dead Silence
Dead Silence mutes your footstep noice and your soldier wont do any callouts (for example, RELOADING)

Awareness
Awareness makes enemy noises louder (footsteps, gun sound.), and you can hear enemies with Dead Silence.
