Overview
I decided to write this guide as an easy way to check your in-game list and look up who you are missing, as some other guides online were out of order and you had to go the extra step to check if you had everything.
Introduction
Throughout Kamurocho and Sotenbori, there will be several people willing to aid your cause and join Majima Construction, there are a total of 74 employees you can recruit, with an additional 5 you start out with (including Majima himself), which are simply not listed on the Completion List. Also without considering DLC characters.
My purpose here is to actually provide a list in the same order that the Completion List section shows, so you can easily check who you are missing and where to find them. I was not able to find anything like this online, so might as well do it myself.
Bellow there’s a table with the name of each employee and the requirement needed to recruit them, for the specific locations of where to find each, look on the following section.
Employee List
This is the actual order of the employees as seen in the in-game list available in the Completion List section for “Recruit X number of employees”. Hopefully this makes it easier for you to fill in gaps you might be missing.
Employee Locations, Part 1
From the list above, some of the characters will be found on specific places, here’s the rundown of them:
These are like in the other businesses, the bosses of each “area” or section of the business story, in this case its the Three Musketeers and the 2 men behind the whole scheme to steal the Kamurocho Hills Plan. Each section is 3 missions long, earning you the boss on the 3rd, the tutorial mission even though it can’t be replayed, counts as mission #1.
These are characters you can recruit by sending out posters, which costs a bit of money, and the next recruitment will always cost more than the previous, getting to several million yen per poster sent when you are down to just a few left. There’s a little RNG involved so your scouting might fail, in which case the price wont rise, but you’ll lose a bit of money. I personally had more than enough by the time i was recruiting the final ones i missed, but maybe you want to save and reload if you want to preserve your money.
Note: Some of the characters in this category are also fighters in the Coliseum, I’m not certain if you must defeat them there first in order to be able to get them, I personally DID fight them prior to them showing up in there, however I can’t say for certain if this is the case, I guess if they don’t show up you can try to go there. If you want to do Coliseum stuff you need to finish Clan Creator anyways, so both are related somewhat.
These are characters that are fighters in the Coliseum, usually after you defeat them, they will be waiting somewhere in the Lobby, where you can talk to them and they will join you. Some of the characters might have “overlapping” spawn spaces with others, so if you do some Coliseum matches, be sure to exit and enter Purgatory again to see if you have more of the fighters there ready to join you.
There’s 2 characters that require Sub stories completed before they can join the Coliseum and you can encounter and beat them, these are:
He is found in the Gambling Building in Kamurocho, on the 4th Floor, which you need Substory #22 “To the Dragon Palace” to access, you can do this as early as Chapter 5. He has 3 substories to complete one after the other, once you complete them all he will start appearing in Coliseum battles. Defeat him there and he will appear in the Lobby like the other fighters.
His substories are:
- #25: An Eye For Work
- #26: An Eye For Meat
- #27: An Eye For Power
Kiryu’s master in martial arts, you will be able to find him in the lot near Champion’s District after receiving a letter from him during Chapter 5, here you can do 4 substories, complete all 4 and he will go to the Coliseum and start fighting. Defeat him there and you’ll later be able to find him near the Majima Construction build site on top of Purgatory.
These are characters that take a major role during substories and will later help out Kiryu by joining as employees. Do keep in mind that sometimes the game needs a “map reset” to relocate the characters on the locations where they can be found next. The easiest way to do this is to just use a taxi within the city.
I will show some screenshots of how to get to some of the more hidden spots, and then Kiryu standing where they will be located.
After completing Substory #14: “A Whirlwind Dirt Tour” (Chapter 7), you will find him near Shichifuku Street in Kamurocho, a bit south to the MEB center, he is kind of hidden under some stairs.
After completing Substory #13: Rags To Riches (Chapter 6), he will be in the tunnel leading to the underground part in the middle of Kamurocho, you can enter from the coin lockers by Millennium Tower, he should be somewhere hugging the right wall if memory serves right. There’s nobody else ever there so you’ll see him if you’re looking for him.
Both of these require Substory #46: Thats No Joke (Chapter 4), afterwards you will find Kitagawa inside this place in North East Sotenbori, he’s in plain sight but easy to miss since you’ll likely always run past that place.
Minimizawa on the other hand, is found by the side of the ramp leading from the footpath to Bishamon Bridge.
After completing Substory #36: Knee Deep In Trouble (Chapter 5), you can find him inside Millennium Tower, however you don’t get instant access to this place until a bit later into the game, so you’ll have to wait until then. I don’t remember his exact location but i think its on the right side of the main floor by the info booth.
After completing Substory #61: An Ancient Rivalry (Chapter 6), you can find him in Kamurocho in Senryu Avenue. Roughly in the north east direction from Kyushi #1 Star.
After completing Substory #35: Exhausted On The Job (Chapter 5), even though he will actually be inside Majima Construction (because he is an ally NPC), you will also see him outside Purgatory in the Park Boulevard, talk to him there.
After completing Substory #59: A Nose For Music (Chapter 2), even though he is always playing his guitar in Bishamon Bridge, you need to go just down from Iwao Bridge in the building in the left, I think he will be in the corner.
After completing Substory #41: The Ultimate Assassin (Chapter 13), he will be in the rooftop of the building where Serena is located. I think you cannot go up to the top at the beginning of the game, however at around Chapter 5 (i think) a barrier that was there gets removed and you are able to go there.
After completing Substory #38: Kazuya Amon (Chapter 13), he is in a little “corridor” leading to a building, just down from the East Shichifuku Street Poppo store.
Employee Locations, Part 2
After completing Substory #39: Jiro Amon (Chapter 13), he will be in the underground tunnel part of Kamurocho, enter through Theater Square and look to your left just after you go down the stairs, he will be there.
After completing Substory #40: Sango Amon (Chapter 13), he will be just up from the Showa Street Poppo store, go up Pink Street and he’s after the first intersection you find in the left side, in a small corner space.
After completing Substory #8: Mr Try And Hit Me (Chapter 5), he will be hanging inside the Kamurocho Hills construction site, in a little corner space to the right.
After completing Substory #09: An Eccentric Errand (Chapter 5), he will be inside a “building lobby” with elevators, near of where you meet him for the first time, its just right by the Smile Burger in North West Theater Square.
After completing Substory #20: Living The American Dream (Chapter 1), he will be in the roof of the Batting Center. To access this place you need to go to the back of the center and there’s some stairs you can go up, they are across the street from “Ikinari Steak”, follow the stairs to end to find him.
After completing Substory #45: The Charming Councilor (Chapter 4), you will find him right outside the Karaoke Bar in Sotenbori, he’s hard to miss if you were going to sing some tunes.
After completing Substory #55: Yakuza Sunset (Chapter 10), he will be just outside Turtle Hotel, just about in front of Don Quijote Sotenbori.
After completing Substory #56: In The Name Of The Art (Chapter 3), they will be in the alleyway east from Four Shine, you will see both of them in there.
After completing Substory #57: Kazuma Kiryu, professional voice actor (Chapter 11), you will find him by the store “Le Miel”, which is just in front of Four Shine’s entrance, turn to the left after going down the small staircase.
After completing Substory #33: Mama Under Attack (Chapter 5), you can find him… her?… uhh, she’s the Mama from Earth Angel, just talk to her in there and she will offer to help, she won’t leave her bar but she will show up when you need to do missions.
After completing Substory #1: Be My Baby (Chapter 5), he will be at the top of a staircase in the east part of Theater Square, i never noticed you could go there so he was my last person to find, another easy to miss one.
After completing Substory #03: Embracing My True Self, he will be in the construction site for Kamurocho Hills, just by the staircase leading to the underground Purgatory.
Finally, some of the street bosses that you defeat will be willing to lend you a hand, you can usually find them back just where you originally fought them, they are the following:
You can find him in Children’s Park after defeating 5 groups of thugs in Kamurocho.
You can find him in the Hotel District, in the middle path between the 2 streets at the north west of the town. He appears after defeating 10 groups of thugs in Kamurocho.
For whatever reason Steam censors the name but it doesn’t have a hyphen normally, you can find him just outside the video store Fusion, after defeating 5 groups of delinquents in Kamurocho
He is on Suppon Street, he appears after defeating 15 groups of Yakuza enemies in Kamurocho.
He will be in Iwao Bridge after defeating 15 groups of thugs in Sotenbori.
He will be to the east of Gandhara, the video store, after defeating 5 groups of delinquents in Sotenbori.
He will be by the big building in North East Sotenbori, roughly in front of the Takoyaki stand, he appears after defeating 5 groups of thugs in Sotenbori.
He will be to the south of Gandhara, after defeating 10 groups of Yakuza in Sotenbori.

I hope this guide was useful somehow, I personally was hoping to find a list like this when I was looking for who I was exactly missing, but most lists I found are in a partial order or they get categorized by member rarity, which doesn’t help much when all you want to do is find the loose ends.
