Turn 1: Liberating the Middle East

Although the guide talks about South America, the USSR does not have any adjacent territories to any Latin American territory. Thus, we must liberate the middle east to provide sufficient tribute to establish a base in South America.

Upgrade Finland, West Central Europe, and the Balkans to level 2, place an army on the corresponding territories, then conduct an espionage mission.
After completing the mission, liberate the Middle East.

Turn 2: Funding Brazil, Liberating the South Africans and Argentinians

Conduct an Espionage mission to liberate the South Africans. Afterwards, upgrade territory strength at West Central Europe.

Provide 101 Tribute of support to the Brazilians, to create a South American Soviet Base of Operations.
With this new base of operations, liberate Argentina.
This is a standard Liberation scenario, the only difference from a conquest game would be that all captured cities are given to your rebel ally.

Turn 3: Liberating Peru

As a reward for liberating Argentina, the rebels provide us with 2 Mercenary Cards.
Complete the third espionage mission, then use the tribute to fully upgrade all Warsaw Pact territories to strength 3.
With the armies no longer needed to quell unrest in Eastern Europe, transfer an army to Brazil, then proceed to liberate Peru with reinforcements.
Play defensively until reinforcements arrive, then steamroll the stray enemy barracks as a massive army

Turn 4: Funding North Korea, Liberating the South Koreans

At the start of the turn, North Korea will offer to be a Client State for 25 tribute. Accept the offer.Conduct another espionage mission.
(Little oversight, you can create scholars at the universities, eject them and turn them into partisans to help with the mission.)

Liberate South Korea with reinforcements from North Korea.
Instead of the standard difficult Battle of Seoul scenario, it is a standard "Liberation" scenario, making it easier, without any need for fighting Americans, or negotiating with the Chinese.
Harass the enemy with your initial army, but do not completely engage. Once reinforcements arrive, engage the enemy army and capture the city!

Turn 5: Funding Cuba, Egypt, and Liberating the Colombians

The Cubans will offer to become a Client State for 100 tribute. Counter the offer with 31 tribute, and our new comrades will graciously accept.
As the advisors warn that the Americans are up to something in Egypt, offer the Egyptians 81 tribute for them to be your Client State, and they will happily accept.

Overrun West Africa with 2 armies; One from Brazil and one from Egypt. This will not cost a turn. This will prevent the Capitalist pigs from further expanding into Africa.
Do NOT conduct an espionage mission this turn. This will be explained in the following turn.

Place 3 armies adjacent to Columbia for the purpose of multiple reinforcements, then conduct a police action to liberate Columbia.

This scenario can be played like a territory game, but also can be easily overwhelmed with the reinforcing armies. Do civic research, build a temple and upgrades, and steamroll the remaining Merchant Huts with your initial army + 2 reinforcement armies.
(note that the developers accidentally provide Marine Infantry instead of Red Guards Infantry)

Turn 6: Liberating the Mexicans and Panamianians

Upon liberating Colombia, the entirety of South America is in socialist hands! The Proletariat provide us a bonus of 40 tribute for this achievement!

However, the Americans invaded and conquered the Mexicans while we were liberating the Colombians! We cannot let our Latin brethren suffer under the boots of Capitalism!
We cannot directly liberate the Mexicans while they are a client state of the Americans, without declaring war on the capitalists. Declaring war on the Americans is expensive and may risk a nuclear war, so we'll avoid that for now. Luckily, completing our espionage mission liberates the Mexicans from capitalist oppression, freeing them from American rule and into our protection.
With Mexico liberated, there's only one Latin territory left; Central America. Send an army to Mexico and Cuba as reinforcements, and conduct the police action from Colombia. This is important to change the scenario from "Panama Canal" to a standard "Liberation" scenario, making the battle substantially easier.
The enemy can be easily rushed with your initial + reinforcing armies.

Finale

With that final police action, all of Latin America has been liberated from Capitalist oppression!
