Kill the Crows

You will of course be aware that a crow (or ворона in this case) is, in prison slang, a lookout - ensuring the nefarious dealings of inmates go unnoticed and unreported.

With the facility on the brink of riot, taking out the ворона will provide the authorities opportunity to overcome the the troublemakers and avert large-scale unrest.

Could be we've read too much into the orders to shoot crows, but in Soviet Siberia, you spot the crows!
