You can find it at litore torto lake(the big lake with ruins) or the libeccio lake.
But the trick is to get it to the garage.
So here’s what should you do you can try to use a tank or a helicopter but ist so time wasting
so just go to the steam store type just cause 3 and under dlc pick the mech land assault (on sale you get the season pass for 6,99).
And then just use the mech to lift up the boat and take it to the garage.
