When comes the union of the servers on Steam?

A couple of years ago I heard rumors that the Steam servers were coming together mainly because of the small number of people who were playing on the Pathos and Hellsgarem servers. Then the pandemic came and the rumor disappeared because many users returned to the game. Today it will be almost three months where these same servers have almost no users connected and it has become very boring, unlike the Cypher servers that allow a large number of users. It would be more than nice for the players of Pathos and Hellsgarem if they could unite the Steam servers and thus have many more active users willing to be connected in all the events and doing PK at all times, and not thinking about selling their stuff to go to the Usko like many of my friends have. I appreciate that you can take this opinion very seriously because it is something that my entire clan in Pathos thinks about and I know that it is something that all Steam users have been waiting for for a long time.
