Step 1
Select the Wanderer start; it spawns us in the Hub & this is where we will remain for the duration of training.
Step 2
Many of the Hub's citizens that occupy the broken buildings have poor stats & gear. Find the weakest ones (usually wearing rags and a shirt) and attempt to assassinate them. Whether it succeeds or not is not important, we are training both assassination and combat skills here.

Note: it does not seem that healing Holy Nation Outlaws repairs faction relations. They will turn hostile at -30, so be sure to move on to training against the wandering bandit squads that enter the hub once you get close to this threshold. (if you do not wish to turn the faction hostile)

As long as a faction is not hostile to you overall, they will cease attacking on sight once your bounty expires.

When you are hurt, find a camp bed in one of the ruined buildings to sleep in. They are free.

As your assassination skill progresses, target the better equipped citizens and steal their gear when you incapacitate them. Free stuff!

For maximum Bum-mersion, pay for nothing. Knock out the barman and steal what you want.

Various squads of animals and bandits will travel through the Hub. With at least 25-30 toughness, you will be able to fight them without risking death as none of them output high damage-per-hit. Be sure to harvest meat from garru and goats because once again, we are not paying for things.

To protect your food items from being stolen by bandits while you may be incapacitated, drop them on the floor in your ruined building of choice. The campfires that are present in the Hub are free to use just like the camp beds.

Any dropped items will despawn if you stray far enough from the Hub that the game loads a new zone.

Step 3
Once you have stolen decent gear and leveled toughness to around 40-50, start stealing from the Shinobi thieves as they will have better gear in stock than the citizens will be equiped with. Naturally, there will be failed attempts and you will be attacked but do not fear- you can heal any Shinobi you knock unconscious to remove negative relations.

Repeat the process until desired stats and equipment are reached- I recommend at least 60 in combat stats for a solo character and high grade armor protecting vital organs.

Congratulations! You are now the most hated hoodlum of the Hub.
