Downgrade your patch to 1.1.3.0 to 1.1.2.0

so now that you download them make 3 folders and drag the stuff that you downloaded [if you have winrar] after that go to lessmsi go to msi gui double click now drag the "title update" on there

now that press select all and extract to the folder you just made

now go to the extract and go to >sourcedir>pfiles>gfwltileupdate

next is radio downgrade:simple just select all in copy go to your gtaiv folder and press ctrl+v and now your done

you can now download mods like simple native trainer or older mods
