How to play as Athens
Starting Off
To start off, your best option Is to take out Epirus fast as possible, with them two cities you can build up economically, what I did was bum rush them to take them out, and stood idle for three to ten turns to build up my economy, and if you're wanting to take on Macedonia, your best option Is to make a quick mercenary army to rush them before they can field a sizable army to combat you with.
Economic Victory
Best option, as stated above Is to bum rush Epirus, but if you're not wanting to go on an all out conquest, your best option Is to not research military technologies and stick solely to economic research, that way you can build up your economy fast and safely without having a large army to eat up all your income.
But It Is recommended you have at least one 20/20 unit army at your capital to make sure you don't get trampled on by other factions.
Of course you'd have to do a few conquest's their and here to win economically (according to the game faction victory conditions), but by taking thirty or fifty turns to solidify your economic success, you should be able to achieve a full on economic victory without much stress or issue.
Military Victory
This Is going to be the most difficult victory, as you'll of course, need a stable economy to afford a large military to expand. My suggestion for a quick conquest of Greece, Is to do what I did to Epirus & Macedon, and bum rush soon as possible, then swoop down to take Sparta. This would be your first easy step to conquest. Then It Is also recommended to wait at a maximum of ten (10) turns to make your economy more stable, once your economy Is stable I would also recommend expanding Into Thrace, then Illyria for easy pickings. But that Is entirely up to you.
Asia Minor and the rest of the Hellas province which Includes Crete Is going to be different, as I recommend building a minor or medium sized navy to support your troops on the field, that would be a great step In achieving quick victories early on.
After this, my guide here would be pretty much useless as you had conquered all of the ethnic Greek world, and thusly the rest of the campaign should be very easy for you, but my advice Is this:
Economy first, Conquest second.
See you on the field!
