Stealth: Activate stealth mode and walk through crowds in safe cities (like The Hub or Shek cities). The more people who "don't see" you, the faster it rises.

Thievery/Lockpicking: Look for isolated buildings or wait for nightfall. Practice opening chests and cages.

Tip: You can "steal" and place an item back into a container repeatedly to gain XP, but be careful not to be seen.
