DISCLAIMER: NOT MY MOD!! I AM JUST ENDORSING IT AND SHARING TO HELP OTHERS WITH THE SAME ISSUE(S) AS ME! Full credits go to them!

I, personally, saw some kind of conflicting information on what worked and what didn't, mods being outdated/not working properly, etc. So I was a bit nervous that I was going to have to give up on the fleet (and the DLC) entirely...but then this mod came to my rescue and worked beautifully - and with ease!
>> YOU MUST DO THIS FIRST BEFORE INSTALLING THE MOD FILE! <<

> Navigate to Assassins Creed Black Flag in your Steam Library.
> Click on the settings/cog symbol in the bottom right.
> Click "Properties".
> In the popup window, click "Update".
> Use the drop down menu under "Automatic Updates" and select and change it to "Wait Until I Launch The Game".

You are now ready to install the mod file! \^.^/

> Download the file from the mod page - download link further down this guide (you do not need premium or anything like that, you can just do a manual download).

> Extract the .exe file using 7zip, Winrar, or whatever application you prefer to unzip files.

> Open the newly extracted folder, copy the AC4BFSP.exe file, and paste it into your game directory*. If you're not sure where the directory is, you can find it by selecting "Browse Local Files" from the game page in your steam library under "Manage". (*hover over spoiler below for file path)
For Steam: ...\Steam\steamapps\common\Assassin's Creed IV Black Flag

>> I would also recommend that before you overwrite the existing .exe, to make a copy of it to hold on to as backup just in case. However, I have also read that if you change the automatic update back to enabled and "repair" the game files that this seems to revert it back to what it was. I always back my stuff up though..........but maybe you like to live dangerously. <<

> When prompted, overwrite the existing AC4BFSP.exe with the new/downloaded one.

> That's it! ... Now when you launch the game next time, you should get a notification that says something like the "DLC is active". Additionally, Kenway's Fleet information should now be accessible via the table when you enter the Captain's Quarters on the Jackdaw! :D

TROUBLESHOOTING TIPS

-- (thank you, @Your Friend Buford!): "Something you may want to include, the reason you might not get a prompt to overwrite the file has to do with the ".exe" you add to the file, after adding it and seeing the icon change, I removed the ".exe" and was able to get the replacement prompt after dragging it into the folder."

-- be sure you are placing the file in the correct place

-- sometimes a simple restart of your pc can fix the issue(s)
