This is not my mod, I only put this guide together to raise awareness of the fix because it worked for me.

This wonderful link fixed the issue that I was having with Kenway's Fleet, the fact that it would say Loading Kenway's Fleet... but never did anything. After downloading this it opened right up. The person who made the mod even uploaded this video to help with downloading. Again, this is not my video I'm just promoting it.
