Introduction

Nomadic cultures are in some of the worst starting positions in the game. They have alot of land to defend and many powerful enemies at their gates. To counter this they need to maximize their income in each minor settlement and fully owned settlements to ensure that they have enough funds to defend their borders from Greek and Persan invaders. The key to winning as the nomadic tribes is to have won with your economy before the battles even start. Please read on to learn which buildings to build.

As Steam does not allow excel files to be uploaded, I will describe what I did. I entered all of the possbile buildings to construct by the nomadic people along with their values, food modifiers, and public order modifers ( yes even the percentage modifiers by temples etc.). I then created a formula to only allow one of each building and only three different buildings to be used since there are only three slots in each minor settlement and to not allow any outcomes where food or public order is below zero. I created outcomes for a minor non sea side settlement, a settlement with a raider port, and a settlement with a fishing port. Since I first made the spreadsheet I have added even more information, including every single building type to allow even whole regions to be maximized.

Results

The three buildings are those that make the value added the greatest without harming public order or food. The following three are for regions you only partially own due to an ally owning the other half or whatever circumstance. For a good rule of thumb, the nomads are known for being exceptional at agriculture. Bulilding the agrimpasa shrine and yurt maker or royal camp (the agriculture buildings with the cow or the tents) will yield a high amount of money and will be fairly balanced in the food and public order department.

A caveat, with priests using the administration benefits along with technology, these provinces will yield much more that the final values that i have listed. For example, in game with second tier technolgies researched and one priest, scythia will payout around 8000 in taxes on average. Remember that agriculture yields different in every season.

Note: All constructions are considered to be fully upgraded. I did run the numbers with some of the buildings of lower tiers but they did not produce as much as the high tiers and so did not show up in the analysis.

With no access to ocean you should pick:
coin Hoard - red
royal Camp - green
agrimpasa - purple
the final values are
public order 0
food 2
value added 2100

If you must use water:
with fishing port - blue
agrimpsa - purple
sacred spring - blue/green
the final values are:
public order 2
food 2
value added 1330

If you must use water:
with radier port - blue
papaios - purple
yurt maker - green
the final values are:
public order 4
food 1
value added 1435

For the Bosporus Region build the following:
Coin Hoard X 1 - red
Yurt Maker X 2 - green
api X 2 - purple
agrimpsa X 3 - purple
fishing port X 3 - blue
Tribal Oppidum X 1 - orange
Wine settlement X 1 fourth level ( you have to build this regardless, building it at the highest level is best)
Farming Community X 1 - minor settlment
the final values are:
Public order 1
Food 1
Final Value 5843

For the Scythian Region pick the following:
Coin Hoard X 1 - red
Royal Camp X 3 - green
api X 1 - purple
agrimpasa X 3 - purple
Tribal Oppidium X 1
Leather X 1 fully upgraded
Farm Center X 1
Final Value 5082

For the Caucus Region pick the following:
Yurt Maker X 1 - green
Royal Camp X 2 - green
api X 2 - purple
agrimpsa X 3 - purple
Tribal Oppidum X 1
Gold X 1 (fully upgraded)
Farm Center X 1 (this is a fully upgraded minor settlement)
Final Value 5900

For the Ponto-Caspian Region pick the following
Yurt Maker X 1 - green
Royal Camp X 3 - green
papaios X 1 - purple
agrimpsa X 4 - purple
Raiders Port X 1 - blue
Tribal Oppidium X 1 - orange
Horse X 1 - red
Farm Center X 2 -orange
Final Value 6810

Remember, this is for nomads only, not the barbarians. Their shrine to the agrimpsa is very powerful which is why they are the culture in the game that uses agriculture as their main base for coins. Dont forget to take care of your economy and people, as gold is the sinews of war.
