In total, there are 30 pop-able balloons in Harley Quinn’s Revenge.

In the first section of the game when you play as Robin for the first time, a total of 6 balloons available. {01 - 06}

(24 and 25 can be obtained in this section as long as you pop both balloons before defeating all enemies in the last room)

NOTE: Balloons are numbered in order of availability

• {01}
  After seeing Harley Quinn while passing the dry dock and talking with Oracle, you open a cage door with a button. Balloon {01} is in the next room before going down the stairs.
  
  
  
• {02}
  Continuing into the first corridor, head straight ahead to the end to the nonresponsive door. Balloon {02} is directly above.
  
  
  
• {03}
  Going around the corner to where you can see down the next length, balloon {03} is directly above to your right.
  
  
  
• {04}
  Directly after taking out the first sniper, balloon {04} is tied to a chair to your right.
  
  
  
• {05}
  In the same room as {04}, head up the stairs where 3 enemies can be found welding the front door closed. {05} can be found above them.
  
  
  
• {06}
  Continuing into the next corridor, {06} can be seen across a flooded length straight ahead.
  

In the second section of the game when you play as Batman in the open Arkham City, there are at first a total of 12 balloons available, and another (21) after opening the vault. {07 - 18}

• {07}
  In the beginning of the next section, and right after talking to Gordon, balloon {07} can be found directly above attached to the highway sign.
  
  
  
• {08}
  In the northeast quarter of the map, there is a tower with a platform halfway up with a sniper. From the top of this tower, you can pop balloons {08}, {09}, {10}, and {11}. {08} can be seen at street level, to the west, and just left of the door to where Freeze’s wife was held.
  
  
  
• {09}
  From the same tower from which you can get {08}, {09} can be seen on top of the tower directly across to the east.
  
  
  
• {10}
  From the same tower from which you can get {08}, {10} can be seen to the south on top of the Ferris wheel.
  
  
  
• {11}
  From the same tower from which you can get {08}, {11} can be seen on top of a building to the southwest of the tower attached to a pole with speakers. (Upper left hand corner in the picture)
  
  
  
• {12}
  Balloon {12} is on the northwestern most platform with a sniper.
  
  
  
• {13}
  Balloon {13} is near the center of the map just above street level on top of a giant tin soldier.
  
  
  
• {14}
  Balloon {14} is on top of the steel mill, to the west of the main chimney, and tied to the radio tower.
  
  
  
• {15}
  Balloon {15} is also on top of the steel mill to the west of {14} and in the hand of a giant tin soldier.
  
  
  
• {16}
  Balloon {16} is in a tunnel under the steel mill (the one through which you have to fly for one of the augmented reality training side missions from the base game).
  
  
  
• {17}
  Balloon {17} is in the southernmost part of the field in front of Harley’s hideout under the walkway.
  
  
  
• {18}
  Balloon {18} can be found at street level in the southwest corner of the map across from where the TITAN container was.
  

This section covers the 2 balloons in the steel mill and the last one in Arkham City after opening the blast door. {19 - 21}

NOTE: Balloons are numbered in order of availability

• {19}
  Once inside the steel mill, {19} can be found in the manager’s office tied to a baby crib.
  
  
  
• {20}
  In the main room of the steel mill under the manager’s office, {20} can be found in the upper right corner of the room next to the hanging cop.
  
  
  
• {21}
  Once back outside, you have to find keycards to open a blast door to Harley’s hideout. {21} is on the other side.
  

This section covers the final 9 balloons in Harley’s hideout. {22 - 30}

NOTE: Balloons are numbered in order of availability

• {22}
  Once inside Harley’s hideout as Batman, you come to a section where you have to use the line launcher to cross a flooded corridor. Balloon {22} is straight ahead after you dismount.
  
  
  
• {23}
  After {22}, head to the top of the staircase to where a vent leads to the next room. {23} will be behind you further up the collapsed case.
  
  
  
• {24}
  Balloon {24} is in the upper right corner of the room where Robin finds Batman’s belt. {24} and {25} can be popped before or after Batman’s encounter with Harley.
  
  
  
• {25}
  Balloon {25} is in the same room as {24} and above the door to the next area.
  
  
  
• {26}
  After retrieving Batman’s belt, {26} can be found just through the door leading to the next area.
  
  
  
• {27}
  Balloon {27} is near the ceiling in the center of the shrine room.
  
  
  
• {28}
  After leaping out of the floor grate into the corridor with the sniper, {28} can be found in the corner directly behind you.
  
  
  
• {29}
  After taking out the sniper and the enemies that run into the room, {29} can be found through the now open door and directly left.
  
  
  
• {30}
  The final balloon can be found in the bottom left corner of the dry dock in the water
